RESOLUTION NO. 99-27 A RESOLUTION OF THE CITY OF MOSCOW, A MUNICIPAL CORPORATION OF IDAHO, ADOPTING RATES TO BE CHARGED PRODUCERS AND GENERATORS FOR THE COLLECTION AND DISPOSAL OF SOLID WASTE WITHIN THE CITY OF MOSCOW; PROVIDING THAT THIS RESOLUTION SHALL SUPERSEDE EXISTING RATES; PROVIDING THAT THE PROVISIONS OF THIS RESOLUTION BE DECLARES SEVERABLE; PROVIDING THAT THIS RESOLUTION SHALL BE IN FULL FORCE AND EFFECT AS OF 12:01 AM. OCTOBER 1, 1999 WHEREAS, the Council finds it necessary to continue the system for the collection of solid waste within the City of Moscow in accordance with the terms and conditions of the Franchise; NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF MOSCOW AS FOLLOWS: SECTION 1: That all existing resolutions relative to the rates for collection of solid waste within the City are hereby superseded by this resolution. SECTION 2: That the rates for collection and disposal of solid waste for residential units, per month, shall be as follows: RATES FOR RESIDENTIAL UNITS: Base Access Fee: Residential units, including mobile homes, duplexes, and apartments Service Level Fee: fee per can collected weekly based on advanced signup for service level) Tag Service Fee: (additional can/bags above service level contracted must be tagged) each unit each regular can each mini can Penalty - for any garbage exceeding service level and not tagged Carry-out service Outside of building - additional per can, per unit, per month Inside of building- additional per can, per unit, per month 4.25 per month 4.00 per month 3.00 per month 1. 00 each tag 5.00 per can/bag 2.50 3.75 Residential units utilizing mechanical containers or compactors shall be billed at the business rate for such equipment. Rental Rates: For Recycling Mobile Containers Per Month: Size: 6 Yard Rental: 35.25 Size: 10 1/2 Yard Rental: 54.00 Size: 12 Yard Rental: 63.11 (Sales tax will be added to the rental rate.) 2. The City may establish and/or change rates for unique or special waste. Rate for hazardous wastes and for infectious and potentially harmful waste shall be the actual cost for such service as billed by the City, plus 10% for administrative costs. Arrangements for special hauls shall be made with Franchisee. SECTION 6: That the provisions of this Resolution shall be deemed severable and the invalidity of unlawfulness of any specific rate or other provision shall not affect the remaining rates or other provisions of this Resolution.
