The property is approximately .87 acres in size and is zoned CB (Central Business District). The site is located at latitude 46.72991 and longitude –117.00313. The surrounding land uses are commercial /industrial. The city of Moscow’s contractor will conduct an environmental site assessment to determine the extent of soil, ground water and surface water contamination with past practices at the site which included the following land uses: 1891 - 1896, Planing Mill, Sash and Door 1909 - 1955, Flour Mill, Feed Mill and Retail Grain 1963 - 1982, Agriculture Chemical Storage 1920 - 2000, Storage /Warehouse 2000 - 2010, Produce Sales 2011 - Present, Vacant The only structure currently existing on the site is a 600/SF block building known has the “Coffee House,” which is located on the NE portion of the property. The environmental site assessment will consist of surface and subsurface soil samples as well as ground water and surface water sample collection and analysis. These samples are typically collected by advancing soil borings (1 to 3 inches in diameter) using a drill rig or a direct push technology from a depth of 2 inches to the ground water table (approximately 15 feet below ground surface [bgs]). No large scale excavations are anticipated. The city of Moscow is requesting a determination letter as to whether or not there are any historic concerns the SHPO might have with regard to this site location.
