We appreciate the privilege we have had to partner with the City of Moscow and look forward to this new phase in our relationship. As a regional Internet Service Provider we value relationships with local individuals, businesses and government organizations. Since our inception in 1989 we have grown into this region' s largest local user based Internet Service Provider (ISP) with over 14,000 dialup, ADSL, Frame and Wireless customers in the following Washington and Idaho communities: Moscow, Pullman, Clarkston, Colfax, Palouse, Pomeroy, Garfield County, Moses Lake, Yakima and Ellensburg; Lewiston, Orofino, Potlatch, Kellogg and Coeur d' Alene. We are moving our Rural America focus west and north throughout Northern Idaho and Eastern Washington. Throughout this past quarter we have begun offering Wireless Internet Access in Moscow, Colfax, Troy and Orofino. We anticipate offering this service in Pullman by the end of summer with Lewiston and Clarkston soon thereafter. With the extension of our network to the Valley we will be able to provide a redundant data path out of Moscow should " backhoe fade" ever occur again. Most recently we have had the privilege of forging a new relationship with the Moscow School District to provide Internet services via our wireless network. To provide affordable and efficient Internet service for the City of Moscow, pricing for a 5-year contract is proposed at $300 per month. This contract includes router and wireless network equipment necessary to connect the City of Moscow network to First Step and ultimately to the Internet via our OC-12 fiber channel. Installation and configuration of equipment as well as setup of necessary routing changes are also included. Technical support will be made available to the City of Moscow 7 days a week via phone, email and web chat at no additional charge. Formed in 1989, First Step has extensive expertise in the design of distributed computing environments, groupware, graphical user interfaces, application level productivity tools, and multimedia tools. First Step's Internet and World Wide Web technologies and Internet services have become a dominant feature in the past few years, assuring First Step's position in mainstream technologies . The primary service provided by FS technical support staff is to establish a reliable Internet connection. We have grown to be the largest regional user based Internet Service Provider in Northern Idaho and Eastern Washington. Currently we provide service for over 14,000 dial-up, frame relay, wireless, and ADSL users throughout the region. In addition to our connectivity services, First Step hosts over 450 web sites for government agencies, businesses and individuals. Our web-hosting clients include top Jaw firms in the country, city and county governments, small and large businesses, world famous artists and musicians, and universities and schools. We have hosted the City of Moscow website for several years as well as delivered ISP services. Rounding out our products and services, First Step specializes in website and database design and development. A few of our most recent projects include the University of Idaho Athletics department and the Lewis and Clark Discovery program site. Last year FS generated over $2.5 million in annual revenues . OVERVIEW The City currently utilizes Internet connectivity through dial-up accounts with Internet Service Providers (ISP). The City would like to expand it' s current Internet Service offering by directly connecting to a ISP to provide secure, reliable and enhanced services in a centralized and managed manner. The potential City employee user population is approximately 100 users, with approximately 40 users expected to require immediate service . 1. Digital access utilizing either T1, Fractional T1, Frame Relay, ISDN, xDSL, HFC, Wireless or equivalent digital services is required . Response - First Step will utilize wireless network service to deliver connectivity between the City network and First Step and out to the Internet via our OC-12 fiber channel. This channel will provide the needed bandwidth for today with room for growth as additional users are brought online . 2. The City will utilize Private IP Address Space within its internal LAN/WAN environment. Response - First Step will deliver necessary IP addresses to the City Firewall/Router for secure connectivity of the internal network to the Internet. 3. Domain Name System (DNS) services are required to allow the City to assign additional host mappings to services residing either on the City or Providers networks . Response - First Step currently provides DNS services for the City and will continue to do so within the new environment. The City is currently using Microsoft Exchange Server for internal e-mail services. Simple Mail Transfer Protocol (SMTP) connectors will be provided for mail gateway services between internal City and external networks. Backup mail hub services should be provided, including secondary MX DNS pointers, allowing inbound mail to be queued on Providers host(s) should the Exchange server be taken off line. Response - The environment described above is one in which First Step has expertise and experience. We do not anticipate any difficulties with your requests. We can spool email for 5 days thus providing backup for the City in the event your Exchange server should be taken off line . 2. CONNECTIVITY REQUIREMENTS 2.1 The Providers shall provide access utilizing digital communications, consisting of one following potential solutions: T1, Fractional T1, Frame Relay, ISDN, xDSL (HDSL, HDSL2, ADSL, etc.), ATM, HFC, Wireless or other digital communications . Response - First Step will provide Internet access to the Moscow City network via a wireless connection to City Hall . 2.2 24 x 7 Link Monitoring with immediate notification and resolution assistance - pager or phone . Response - First Step currently provides this service as a part of our strategy to maximize uptime for all of our users. This service can be extended to the City and will involve email and/or pager notification to specified City personnel. 2.3 No additional charges for technical support, troubleshooting, problem resolution . Response - First Step will notify the City of Moscow of any maintenance that will affect service with a minimum 24-hour notice. 2.6 Email updates of all events affecting service . Response - First Step will notify the City of Moscow of all events affecting service via email. 2. 7 Port filtering firewalls on router. Response - Firewall equipment provided by First Step will include port filtering capabilities. See equipment summary for details. 2.8 Responsible for telco connection and router (if applicable). Response - First Step will be responsible for router and wireless radio equipment. 2.9 Two included dial up accounts . Response - First Step will keep two of the current City dialup accounts active. Any Moscow.com email addresses will remain active unless otherwise requested . 2.10 Future Virtual Private Networking (VPN) services for remote connections . Response - Equipment provided by First Step will be VPN upgradeable for future remote connection requirements . 2.11 Appropriate Government Domain Registration (ci.moscow.id.us) . Response - First Step currently handles the domain registration for the City and will continue to keep registration current. Second, this technology is familiar to the City in that it is being used for other parts of the City network at this time. Third, wireless network technology has proven to be effective in delivering the connectivity required in this RFP. In addition to the Moscow City network, the Moscow School District has effectively utilized this same technology for their requirements. First Step has recently partnered with the School District to deliver Internet connectivity and wireless network services. This is definitely a direction hi which this technology is providing proven, cost-effective solutions. Fourth, we at First Step believe that wireless networking presents an opportunity to deliver needed services to the citizens of Moscow and beyond. It will meet the current needs as outlined in the proposal as well as provide the foundation for expansion into future needs by the Police department, Maintenance department, Emergency services, etc. In light of this trend, First Step would also like to offer a separate free wireless account to the City for testing purposes. Our current installation on Moscow mountain and around the City have demonstrated the ability to provide connectivity to a mobile user equipped with a standard windows notebook, radio card and small magnetically connected roof antenna. Initial tests have yielded up to T-1 speeds when stationary or mobile. We believe this could provide connectivity for police officers and other city workers. Fifth, First Step is currently in the process of building out a wireless network throughout Latah, Whitman, Clearwater, Nez Pearce, and Asotin Counties. As the network expands, we believe it will provide further opportunities for collaboration between communities, businesses and government agencies. 2.15 Explain why other services are not recommended at this time and when or if the City should ever consider them. Although we will continue to sell these services we feel that current requirements as outlined in the RFP would best be met via wireless connectivity to our facility. This provides a significant data pipe at an affordable price and enables the City to leverage the substantial resources available through our OC-12 fiber connection. 2.16 Provide all fee and pricing information for the services you propose. Response- Please see pricing summary section . 2.17 Describe options for expanding to higher bandwidth and/or providing a Caching Server for efficient use of bandwidth . Response - As the wireless market evolves, First Step will continue to upgrade our network so as to provide greater throughput and other benefits that are not even known at this time. One way to increase bandwidth today is to install a 5.8 Ghz connection between the City and First Step. This would enable the City to further leverage our OC-12 connection to the Internet. We feel that this is not needed at this time but would be open to this in the future if needed . Also, First Step is currently utilizing Akarnai Caching servers to maximize bandwidth usage. If needed we would be glad to develop a strategy for further caching with the City of Moscow . 2.18 Explain any upcoming offers that are not included in this RFP that may benefit the City in the future . Response - First Step has no plans for further special offers which would affect the City at this time . 2.19 Internet usage will become a key component of the City' s day-to-day communications with the general public. As such, a high degree of availability is required. In addition to the existing connectivity, First Step plans to install DS-3 connectivity between Moscow and Lewiston. This redundant link will not only provide us with an alternate path out of the area but it will also enable us to route traffic through different carriers (Sprint or AT&T) should there be an upstream provider failure . 3. DOMAIN NAME SYSTEM (DNS) REQUIREMENTS The City currently has a registered Internet domain name (moscow.id.us), which is currently used to identify existing web pages residing on an external web-hosting service. The City intends to continue to use this domain registration to establish and develop City " branding" of service offerings to the general public and local citizenry . In addition, the City may choose to establish additional name domain registrations in the future. The Providers shall assist the City with migrating existing address mappings to the Provider' s DNS servers . The Provider shall establish and maintain DNS table entries for City hosts and services, including authoritative resolution of name-to-address mappings within the City domain, reverse address-to-name mappings of City and Providers hosts (as appropriate), aliases for City hosts and services, primary and secondary mail exchanger (MX) records and related information . First Step a. The City will require additional host mappings to services residing either on the City or Providers networks as their network develops. The Providers shall be responsible for updating and maintaining primary and secondary DNS servers to support such expansion . b. All of them run BIND (currently version 8.2.3) on BSD host systems. Two (ns.fsr.com and ns2.fsr.com) are located in our Moscow offices, and the third server (ns3.fsr.com) is located off-site for use in the event our Moscow office becomes disconnected from the Internet. Three full-time staff members (Mike Harshbarger, Sam Naugler and Bill Moore) manage the service, which is largely automated to reduce human error or down-time. 4. ELECTRONIC MAIL (E-MAIL) SERVICE REQUIREMENTS The City is currently using Microsoft Exchange Server 5.5 for e-mail services. It is anticipated that Simple Mail Transfer Protocol (SMTP) connectors will be provided for mail gateway services between internal City and external networks. The Provider shall establish DNS entries for the City' s Exchange server, including primary MX records for handling of City e-mail. Backup mail hub services should be provided, including secondary MX DNS pointers, allowing inbound mail to be queued on Provider host(s) should the Exchange server be taken off line. Sufficient capacity must be provided to allow queuing of three days of e-mail traffic. Response - First Step currently has three SMTP servers I mail exchangers. Our primary (mail-gw.fsr.net) and emergency backup (mx.fsr.net) servers are located in our Moscow offices. A third (ns3.fsr.com) is located off-site. All run recent versions of I sendmail on BSD host systems and handle mail for a multitude of customers and I domains. All backup MX spooling, primarily handled by mx.fsr.net and ns3.fsr.com, is configured to hold mail for 5 days, with a single "undeliverable, will keep trying" warning message sent at the 1 day mark. All of these system, including wireless devices and backbone links are monitored 24x7 and support personnel are alerted in case of any unplanned outage or service degradation.
