Motion to approve the NEGA Regional Commission SFY2014 Aging Services Contract between NEGA Regional Commission and Morgan County for meals. 2. Motion to approve the August 2013 payables to include General Fund in the amount of $771,798.78 and SPLOST in the amount of $137,274.87, Electronic Transfers from General Fund in the amount of $523,991.12 and Financials for FY2013 and FY2014 as presented. 3. Bradley Welding Service is requesting a rezoning of 2 acres located at 1542 Greensboro Highway, from Agricultural Residential (AR) to General Commercial (C2.) ACTION - Approved unanimously the request by Bradley Welding Service to rezone 2 acres located at 1542 Greensboro Highway from agricultural residential (AR) to general commercial (C2). 2. Camp Twin Lakes, Inc. is proposing a Text Amendment to the Morgan ---PAGE BREAK--- County Zoning Ordinance regarding group homes in the Agricultural Residential Zoning District. ACTION - Approved unanimously Camp Twin Lakes, Inc. proposal for text amendment to the Morgan County zoning ordinance regarding group homes in the agricultural residential zoning district. 3. Camp Twin Lakes, Inc. is requesting a conditional use permit for a group home at 1391 Keencheefoonee Road, Rutledge, Georgia. Morgan County is proposing a Text Amendment to the Morgan County Zoning Ordinance regarding additions or modifications to existing churches. Old Business: New Business: 1. *Quote from Metropolitan Communications for VHF Digital Radio System Radio Equipment from Metropolitan Communications Management Agreement for the Acquisition and Implementation of a VHF Turbo Radio System ACTION - Approved unanimously the quote from Metropolitan Communications for VHF digital radio system in the amount of $317,404.55 for equipment. ACTION - Approved unanimously the management agreement for the acquisition and implementation of a VHF turbo radio system in the amount of $63,300.00. 2. *Memorandum of Understanding between Craig Baker and Morgan County for Use of Site for the Installation of Public Safety Communication Equipment ACTION - Approved unanimously memorandum of understanding between Craig Baker and Morgan County for use of site for the installation of public safety communication equipment and pay Mr. Baker $500.00 per month. 3. *Communication Shelters Quote (Two concrete radio towers) ---PAGE BREAK--- ACTION - Approved unanimously communication shelters quote (two concrete radio towers) in the amount of $22,475.00. 4. *Georgia Emergency Management Agency 2013 Performance Partnership Agreement between the Georgia Emergency Management Agency-Homeland Security and the Morgan County Government ACTION - Approved unanimously the Georgia Emergency Management Agency 2013 Performance Partnership Agreement between the Georgia Emergency Management Agency-Homeland Security and the Morgan County Government. 5. Morgan County Budgetary Policies ACTION - Approved unanimously the Morgan County Budgetary Policies. 6. *Amendment to FY2014 Budget in the Amount of $5,600.00 ACTION - Approved unanimously the amendment to FY2014 budget in the amount of $5,600.00. 7. *Bids – Paving Weaver Jones Road ACTION - Approved unanimously the bid of $459,076.92 by Pittman Construction to pave Weaver Jones Road. 8. *Railroad Crossing – Green Approach ACTION - Commissioners discussed how the railroad could be more "green" in their approach to closing railroad crossings. Presently the railroad digs up asphalt, etc. to disable the crossing and leave the debris at the site. It was agreed upon that the County Manager right a letter to the railroad to correct the sites. *Time sensitive items submitted after work session.
