Town of Monument Request for Proposal (RFP) for Contractor Services Date: August 29, 2022 Project Name: WTP #4/5 Replacement of Metal Siding and Roof Project Project Description: The Town of Monument (ToM) has a need to replace the current Water Treatment Plant (WTP) #4/5 siding and roof. The current facility is comprised of a building that is approximately 1,200sf (40’ x 30’ x 16’ approx..). In general, the scope of work includes replacement of the existing exterior metal siding, gutters, and metal roofing of the WTP #4/5 buildings, and other miscellaneous work as deemed reasonable by the siding expert as well as but not limited to the furnishing of all labor, equipment, and materials necessary for the complete installation of the metal siding, gutters, and roofing. The contracted services will be completed while the WTP #4/5 remains in service and accessible to Town Water Employees. The SCADA System will need to remain operational during the construction phase of this project. The bid needs to include a cost estimation for the bill of materials and labor costs. The Town of Monument would like to complete this project before the end of 2023. Scope of Work: The work shall include the furnishing of all supervision, labor, materials, and services required to make the necessary improvements. Along with the addition of siding, the Contractors shall be required to demolish and remove existing materials and dispose of all waste material. Repairs shall be billed on an agreed upon hourly rate and percent mark-up on materials. Work to be performed under this contract will include, but is not limited to, the following improvements: ➢ Installation of new insulation as needed ➢ Replacement of gutters, downspouts, trim, and flashings ➢ Removal of all previous exterior siding and roofing ➢ Installation of new exterior siding and roofing ➢ Installation of 2 new 16-inch access points ➢ Evaluation of and replacement of insulation as needed ➢ Construction site maintenance and upkeep as required ➢ Caulking and waterproofing as needed ➢ Minor restoration of existing materials/structure as needed ➢ Preparation all contract documents and specifications needed. Work Procedures: The Contractor will be required to provide the supervision, labor, materials, and equipment necessary to perform the services required under its contract. The Contractor will be required ---PAGE BREAK--- to provide personnel who have adequate experience and training in steel siding installation, Qualified Personnel. In performing the required activities, the Contractor shall comply with the following procedures: 1. Provide certified/licensed workers to perform metal roof repairs and upkeep services and adequate on-site supervision during the duration of the contract. The Contractor may be required to provide documented evidence of certification/licensure for any contractor personnel assigned to perform work under this contract. 2. The Contractor is responsible for safety and security precautions during the project to minimize risk of injury or theft. Reasonable access to parking, materials storage, restrooms, and temporary power will be provided onsite by the ToM. 3. The contractor shall not interfere with the normal operation of the WTP employees or the work of any other contractors working therein. Work shall be scheduled in such a manner as to minimize disruption of ongoing work and activities. 4. The Contractors shall notify the Director of Public Works or ToM Project Manager of any conditions that potentially may cause the siding to relapse into a defective condition if preventive maintenance is not performed. 5. Use non-hazardous materials that meet the requirements established by OSHA and/or other Federal and State agencies or obtain prior approval to use substitute materials. Any hazardous material that must be incorporated into contractor’s work shall be approved for use prior to being brought onto the worksite. Each Contractor shall provide MSDS Sheets for all materials used on site, whenever applicable. 6. Provide all equipment necessary to complete assigned work activity. Contractors shall be responsible for safeguarding their own materials, tools, and equipment. ToM shall not assume any responsibility for vandalism and/or theft of materials, tools and/or equipment. 7. The Contractors must obtain written consent from ToM before utilizing the services of any subcontractor(s). If use of a subcontractor is approved by the ToM, all work must be coordinated with the Director of Public Works or ToM Project Manager. Please submit the names and business addresses of each subcontractor proposed to perform work under the contract and list the type of the work which will be done by each subcontractor. If approved by ToM, the Contractor shall not substitute any person as subcontractor in place of the subcontractor designated in the original list of subcontractors, without the express written permission of ToM. 8. All completed work shall be subject to inspection by one or more representatives of the Town of Monument. Service area must be restored to the condition that existed prior to the start of the work with emphasis on any special finish damage that may have occurred during the work. All work performed under this contract shall be in strict accordance with all federal and local codes, ordinances, rules, and regulations of all public administrative authorities having jurisdiction over the work. Any work that is found to not be in compliance with Federal, District, Local Safety/Fire codes, and/or the latest edition of the National Roofing Contractors Association Handbook shall be corrected at the Contractor’s expense. 9. The Contractors shall be responsible for the proper and safe removal and disposal of all debris and materials generated as part of the capital improvement. ---PAGE BREAK--- Anticipated Schedule: The following project schedule is anticipated. Proposal Submittal: Letter proposals shall be received at the Town of Monument offices at the address shown below, addressed to Mr. Tom Tharnish, Director of Public Works, by no later than 2:00 p.m. local time on September 9, 2022. Any proposal received after the deadline will not be considered. Submit three hard copies of the proposal and one electronic copy in pdf format. The Town may elect to conduct informal or formal interviews at the Town’s discretion. The Town reserves the right to reject any and all proposals, or to negotiate the proposal if it is deemed to be in the Town’s best interest.
