The Town has been focused on preparing the 2026 budget and, like many communities, we are facing a difficult financial reality. A decline in sales tax revenue, our primary source of income, combined with rising costs has created a budget shortfall that requires thoughtful action. To address this challenge, Town staff and the Citizens Service Levels Advisory Committee have been carefully reviewing options to ensure the long-term stability of municipal services. This process has included evaluating potential reductions, deferring projects, adjusting maintenance schedules, and considering organizational changes. These discussions have not been easy, but they are essential to maintaining the Town’s financial health. While workforce changes are part of the solution, we want to emphasize that every decision has been made with great care and after exploring alternatives such as reducing discretionary spending and reorganizing departments. We are committed to keeping residents informed as these decisions take shape and will continue to prioritize the delivery of high-quality services within our available resources. N E W S L E T T E R Hunting Permits F I N A N C E The 2024 Town Audit was completed by June 30, 2025, and presented to the Town Council. The audit identified no material findings, which indicates the Town’s finances are being well managed. The Town Manager created the Citizens Service Levels Advisory Committee and the Finance Team has leading the meetings and providing background information to the Committee Members to support their work of evaluating the Town’s levels of service and available funding. The Finance team prepared and presented the Proposed Preliminary 2026 Budget to the Town Council. Incorporating direction from the Town Council, a Proposed Draft 2026 Budget will be presented to the Town Council in November and is expected to be adopted in December 2025. Stormwater Management Plan Update. The Planning Department is working with its stormwater consultant, V3, to update the Town’s Stormwater Management Plan—last revised in 2006. This comprehensive update aims to assess the performance of existing stormwater infrastructure by modeling current hydrologic conditions within the Town of Monument and projecting how these systems will respond to future development. The findings from this analysis will inform updates to the Town’s Stormwater Management Plan, including recommendations for both local and regional facility improvements, as well as policy enhancements. These updates are designed to ensure long-term protection for the Town and its residents from stormwater-related impacts and liabilities. On September 11, 2025, V3 briefed Town Staff on the status of the Stormwater Management Plan update project. Project objectives, steps taken, status of study, and next steps were all discussed. V3’s PowerPoint presentation is available at www.townofmonument.org/ monument2040. Monument 2040 Vision Community Workshop. In Mid-October the Planning and Public Works departments and the Town’s planning and engineering consultant teams will be hosting multiple local meetings, including a community meeting, to present the status of the Monument 2040 Comprehensive Plan and Stormwater Management Plan update, and to begin the Monument 2040 visioning process. A Community Visioning Workshop is being planned for the evening of Thursday, October 16. Flood Prevention Stormwater management helps prevent flooding in urban areas by effectively managing stormwater runoff. Erosion Control Proper stormwater management protects our infrastructure and building from damage caused by flooding and soil erosion. Water Quality Improvement Stormwater management plays a crucial role in improvidng water quality by reducing pollutants in stormwater runoff into our ponds, creeks, lakes, and ground water. Environmental Conservation Stormwater management supports environmental conservation efforts by preparing for and mitigating potential damage to critical natural habitats and open space. Property Value and Aesthetics Effective stormwater management can enhance property values and improve the aesthetic appeal of communities.
