TOWN OF MONUMENT PLANNING COMMISSION RESOLUTION NO. 01 -2024 A RESOLUTION APPROVING A SKETCH PLAN FOR WOODMOOR PLACER REPLAT B WHEREAS, the Town of Monument, Colorado (“Town”), is a home rule municipality duly organized and existing under Article XX of the Colorado Constitution and the Town’s Home Rule Charter effective November 3, 3021; and WHEREAS, CSI Development, Inc., is the owner of the following real property located within the Town: LOT 1, WOODMOOR PLACER REPLAT A, LOCATED IN THE NORTH HALF OF SECTION 23, TOWNSHIP 11 SOUTH, RANGE 67 WEST OF THE 6TH P.M., IN THE TOWN OF MONUMENT, EL PASO COUNTY, COLORADO. CONTAINING 11.646 ACRES, MORE OR LESS. WHEREAS, CSI Development, Inc., has authorized in writing CSI Development, Inc., to submit an application seeking a Sketch Plan for the Property; and WHEREAS, pursuant to Section 18.02.240.B.3.b of the Monument Municipal Code, “The Planning Commission shall review the sketch plan submittal to determine if it is consistent with the review and approval criteria and standards set in subsection C. below, and will approve the sketch plan, approve it with conditions, or deny approval of the sketch plan depending on whether it meets the applicable standards.”; and WHEREAS, pursuant to Section 18.02.240 of the Code, a Sketch Plan may be granted by the Planning Commission following notice and a public hearing, and may contain conditions; and WHEREAS, pursuant to Section 18.02.240 of the Code, the Planning Commission, following notice required by law, held a public hearing at a regular meeting on December 11th, 2024, to consider the Application, and received and considered public comments; and WHEREAS, the Planning and Zoning Commission finds that subject to those conditions outlined below, the requirements and criteria of Section 18.02.240.C of the Code has been met and it is in the best interest of the Town of Monument, its residents, and visitors to approve the Sketch Plan at this property. NOW, THEREFORE, BE IT RESOLVED AND AGREED BY THE PLANNING COMMISSION OF THE TOWN OF MONUMENT, COLORADO, AND THE APPLICANT THAT A SKETCH PLAN IS HEREBY GRANTED SUBJECT TO THE FOLLOWING: Section 1. Findings. Based on the Application, attached as Exhibit A, the public hearing before the Planning Commission, input from Town staff and any public comment received, the Planning and Commission hereby finds as follows: A. The proper notice was provided as required by the Code and a public hearing held before the Planning Commission. ---PAGE BREAK--- B. The Sketch Plan attached as Exhibit A, meets the requirements of Section 18.02.240.C of the Monument Municipal Code. Section 2. Conditions. This Resolution’s approval is conditioned on the following: A. The Applicant meets the criteria of Section 18.02.240 of the Monument Municipal Code. B. That as otherwise modified by representations of the applicant in this application, all material representations of the applicant in this application, correspondence and public meetings shall be adhered to and considered conditions of approval, unless otherwise amended by other conditions. C. If the actual out-of-pocket costs of the Town in reviewing the application are greater than the amount of the deposit paid by applicant, applicant shall pay the additional out-of-pocket costs incurred by the Town no later than within 30 days of receipt of an invoice. D. The preliminary and final plat described by the subject sketch plan shall provide for the following conditions: 1) a unified sign program, 2) buildings in lots 1, 5, and 6 shall be placed adjacent to Jack Creek Parkway, and 3) buildings shall have four-side architecture. PASSED AND RESOLVED by the Planning Commission of the Town of Monument, Colorado, at its regular meeting held at the Town of Monument on the 11th day of December 2024 by a vote of in favor and _____against.
