The creation of this Plan is the culmination of balancing the hopes, dreams, and goals that the Monument community has for itself. The idea behind planning is a simple one. People in a community can guide decisions, development, and growth in the place where they live. The Comprehensive Plan is an important tool to be used by a community to guide decision making. It serves as a roadmap to help the community stay on course and to ensure that new development occurs in a manner supported by the community. The Plan is advisory and does not affect legally protected interests of property owners. In Colorado, is required to keep its Plan up to date. Typically, a municipality typically updates its comprehensive plan every ten years. However, the exact frequency can vary depending on the specific municipality and its needs. Once the consultant is on board, we can establish a marketing strategy and messaging. Until then, it would be appropriate to provide regular website updates. The Comprehensive Plan influences potential amendments to Chapter 18 ‐ Development Code. It does not replace the Development Code. Potential Immediate changes to the Development Code will be considered at the 10/9/2024 Planning Commission meeting. Other Development Code text amendments are expected soon after the Comprehensive Plan update is completed, based on the recommendations of the new Plan. The Town can reach out to anyone for input and information. It will be up to PC and TC to maintain focus within the Town’s municipal boarders and 3‐mile annexation area. ‐ USAFA, LP38, Metro Districts, special use districts and the development community should be included in the Town’s outreach efforts. ‐ Developers are property owners and major investors in the Town. However, it will be up to PC and TC to balance how much the Town allows developers to influence have in this process amongst other set/developed priorities. ‐ The Town should use this process to understand existing infrastructure (roads, water, sanitary, etc.) capacity conditions and needs, and use this information in consideration of determining capacity building needs and priorities. Staff agreed to post updates (News) on the website at www.townofmonument.org/planning. ‐ TC/TC ‐ “Yes to all.” Implementation strategies should be value and goal based. ‐ TC/PC should annually review the Plan’s recommendations and the status of its implementation strategies.
