Sirochman, CMC Town Clerk [PHONE REDACTED] www.townofmonument.org Town of Monument 645 Beacon Lite Road Monument, CO 80132 REGULAR MUNICIPAL MAIL BALLOT ELECTION APRIL 5, 2016 Canvassing Procedure The canvass of votes is a procedure whereby the Municipal Clerk verifies and authenticates the outcome of the election. It is not a recount of the votes. The procedure is required by Colorado Revised Statutes §31-10-1201, which provides: The returns of all municipal elections shall be made to the clerk of the municipality. The clerk shall request the assistance of the mayor of the municipality in conducting the canvass of votes. If there is no mayor or if the mayor has been a candidate at the election, the clerk shall appoint a municipal judge, a member of the election commission, or a person who is qualified to be an election judge and who did not serve as an election judge in the election as an assistant. No later than ten days after the election, the clerk, in the presence of the assistant, shall open the returns and make out abstracts of votes for each office. The canvass was conducted in the following manner: Verification was made the Clerk’s Office, or designee, mailed to each active registered voter a ballot, secrecy sleeve, secrecy envelope and return envelope. Voters who registered after March 31st were issued a ballot that was kept in the Clerk’s office as mailing timelines could not be met. Staff recorded the number of the ballots issued to each voter on the voter list. The Clerk, or designee, reviewed the handling of ballots by the election judges: Four judges followed procedures as presented in the judge’s manual. Judges verified that the same number of voters checked off in the Voter Registration Poll Book, were verified with the ballots received. The Statement of Ballots was prepared by the election judges. Mayor Jeffrey Kaiser and Town Clerk Sirochman, CMC, conducted the canvass of the election and have determined that the attached canvass is a true and accurate copy of the election results.
