The assessment will cover the following collection system components: • RCP trunk sewers. • Selected lift stations. • Brick manholes in older sections of the City. 2.0 DATA COLLECTION To obtain an understanding of the existing physical condition of these facilities, the following tasks were completed: • Met with City staff of the Operation and Maintenance (O&M) Department. • Inspected selected lift stations with City O&M staff. • Obtained and reviewed available record drawings for sewers, lift stations, and force mains. • Prepared maps and tables indicating type and age of sewers. • Performed closed circuit television (CCTV) inspection of selected reinforced concrete pipe (RCP) trunk sewers. • Obtained digital photos of RCP sewers to supplement CCTV data. Individual plat maps were reviewed and collection system maps were prepared using geographic information system (GIS) data to show the following: • Pipe size. • Pipe age. • Pipe invert elevations. • Manholes. • Lift station locations. ---PAGE BREAK--- August 2005 2 C:\pw_working\projectwise\award\d0294955\003.doc • Sewer system overflow (SSO) locations. 3.0 PIPE SIZES AND AGE City O&M staff determined the pipe age for the collection system. The ages of pipes were not based on record drawing dates, but on the average age of pipes in a particular area. The age accuracy of pipes over 20 years could be within a decade of the listed age. Figures were developed to illustrate the age of the collection system and to identify those areas where inspections were conducted. • Figure 1 shows entire collection system including lift stations. Figure 1 also shows pipe age and sewer segments selected for CCTV inspection during July 2004. • Figure 2 shows interceptor diameter, sewer areas and segments selected for CCTV inspection during July 2004. • Figure 3 shows pipe age. The RCP pipelines were installed over 50 years ago. There is a total of 88,800 feet of 4- to 8-inch diameter pipe and 186,800 feet of 10- to 66-inch diameter pipe 50 years and older within the City’s collection system. Of the 10-inch and larger, 99,000 feet is RCP. In many communities, RCP is very susceptible to sulfuric acid corrosion. Sulfuric acid is found in sewers and attacks the cement at the top and sides of RCP. In some cases, this corrosion compromises the structural integrity of the RCP pipe and the pipe collapses. This has already happened in Modesto on the existing Emerald Avenue trunk sewer. Table 1 presents the total length and material type for the sewers that are 50 years or older. The material type includes: • ACP - Asbestos Concrete Pipe. • RCP - Reinforced Concrete Pipe. • VCP - Vitrified Clay Pipe. Table 2 presents the total length of all sewers in the collection system, grouped by material type and age. There is a total of approximately 324,200 feet of RCP within the City’s sewer system. There is approximately 134,600 feet of RCP less than 25 years old, 89,600 feet 25 to 50 years old, and 100,000 feet of RCP over 50 years old. RCP 20 years and older is unlined, but the City requires that new RCP be plastic lined. This condition assessment focused primarily on larger diameter RCP trunk sewers. As shown in Table 2, 2,660,400 feet or 83 percent of the sewer system is vitrified clay pipe. VCP is resistant to sulfuric acid corrosion. The primary problem with VCP installed 30 or more years ago is the joints. Older VCP joints were not tight and allowed infiltration, inflow, and root intrusion into sewer systems. Generally, VCP installed within the last 30 years has been made with flexible compression joints and coupling which have significantly reduced infiltration/inflow and root intrusion. The majority of the VCP within the City’s sewer system was installed within the last 25 years and should have compression joints. The older VCP sewers in the downtown area have the obsolete joint system and may be a source of excessive infiltration and inflow City O&M staff did not inform Carollo Engineers, Inc., (Carollo) that they had significant problems with older VCP which could not be handled by routine maintenance. City staff has indicated that it has performed CCTV inspection of the downtown area sewers that are less than 16-inches in diameter. City staff will therefore prepare a separate condition assessment report on the older VCP sewers in the downtown area. 4.0 CCTV INSPECTION OF RCP SEWERS To better assess the condition of the City’s RCP sewers, additional services were conducted to perform CCTV inspection of selected segments of RCP. Selected segments were based on pipe size, age, and alignment. The trunk sewer segments are shown as Exhibit No. 1 to 10 in Appendix A. Figure 3 shows the general location of the sewer segments for each exhibit. In Appendix A there are aerial photo maps which show the specific locations of sewers which were selected for CCTV inspection. Carollo contracted with L.R. Paulsell Consulting (Paulsell) to perform the CCTV inspection of Exhibits 1 to 10. Before the actual CCTV work, Paulsell inspected manholes in the night and early morning to measure depth of flow and sediment, and to assess whether the CCTV inspection could be accomplished by float or tractor mounted equipment. The manhole inspections were conducted on July 21 and 22, 2004. A spreadsheet found in Appendix B presents a summary of the CCTV inspection and manhole inspection for each exhibit. Paulsell provided Carollo with one set of VHS videotapes of the CCTV inspections, which were reviewed with the City’s O&M staff on August 19, 2004. Carollo had a DVD of CCTV tapes made and has delivered the VHS tapes to the City. Paulsell’s CCTV logs and selected still pictures are part of Appendix C. Copies of Appendix C were bound separately and provided to the City on August 19, 2004. Table 4 presents the percentages of total length of RCP in Modesto, which was inspected by CCTV. As shown in Table 4, only 2.5 percent of the total length of RCP has been CCTV inspected. The 24-inch line of the Ceres trunk sewer under Highway 99 was not CCTV inspected since it is a relatively new pipe. Because of their location under Highway 99, these trunk sewers should be CCTV inspected at least every three to five years to assess the structural integrity of the RCP trunk sewers. Capital costs to rehabilitate RCP interceptors will be included in the Wastewater Collection System Master Plan. Table 5 presents the rating guide used to evaluate the condition of RCP trunk sewers. Discussion of the CCTV and manhole inspection for each of the ten exhibits is presented as follows: 4.1 Exhibit 1 - Hahn Drive - Braden Ave to Staniford Ave This RCP trunk sewer within Hahn Drive is 39-inches in diameter and has been in use approximately 23 years. This trunk sewer serves the rapidly growing northwest corner of the City and flows underneath a Modesto to Irrigation District (MID) irrigation canal. A total of 1,029 linear feet was CCTV inspected. This section of trunk sewer was chosen as a baseline to evaluate older pipe sections because of its importance in servicing future development. The inspection did not show significant crown of pipeline deterioration. Concrete was in reasonable condition when compared with the other videoed trunk sewers. The depth of flow during the nighttime was 1.25 feet (15-inches) in the 39-inch pipe, or 38 percent of the pipe diameter. Max flow line appeared to be near the crown of the pipe, indicating that the pipe may have capacity problems. There were approximately 2-inches of grit throughout most of the pipe (wastewater sediment, sand, rock, etc). At one manhole there was up to 4-inches of grit. Heavy debris at the invert prevented CCTV of the entire trunk sewer length. Significant I/I and roots were apparent at joints. Rating: This trunk sewer is rated a Priority 4. This sewer is 51-inches in diameter and has been in service for approximately 26 years. The total length of the crossing is 545 feet. The manhole inspection indicated 6-inches of grit, which was 11.7 percent of the diameter. This is a significant amount of grit, which affects capacity. The depth of flow during the night was 1.75 feet (21-inches) in the 51-inch diameter trunk sewer (this 21-inch includes 6-inches of grit). The sewer was flowing about 41 percent of depth with the 6-inch grit. CCTV inspection indicated that there was heavy erosion on the pipe wall. There also appeared to be a vertical jog at the pipe joint within the southwest shoulder of Highway 99. The RCP revealed heavy corrosion, erosion due to flows on the pipe walls, and spalling of the concrete was apparent. Rating: This trunk sewer is rated a Priority 3 because of its location under Highway 99. 4.3 Exhibit 3 - Poust Road - Blue Gum Ave to Chapparal Place This 51-inch diameter RCP trunk sewer was constructed about 24 years ago. The total length of the CCTV inspection was 1,477 feet. The CCTV inspection showed that concrete was spalling (popping) off the pipe wall in some places. The CCTV showed exposed aggregate at the crown of the pipe with most of the smooth concrete gone. Heavy infiltration was detected at a joint located at 270 feet. The condition of this pipe is better overall than most of the exhibits. The depth of flow during the night was 1.75 feet (21-inches) in a 51-inch diameter pipe. The pipe was flowing at about 41 percent of its capacity during the night. Based on manhole inspections there was 4-inches of grit, which is about 7.8 percent of the pipe diameter. Some of this grit may be due to concrete spalling from the pipe wall. At Station 147.6, there was a small VCP lateral, which appears to be cut into the 51-inch diameter RCP. Rating: This trunk sewer is rated a Priority 4. The City should consider rehabilitation of this trunk sewer within the next five to ten years before degradation and spalling of the pipe walls worsen. 4.4 Exhibit 4 - Kearney Ave - Princeton Ave to Coldwell Ave This 30-inch diameter RCP trunk sewer is within Kearney Avenue in an industrial park, and has been in service approximately 21 years. The length of the segment inspected was1,330 feet. The manhole inspection indicated only 2-inches of grit. The depth of flow was 1.25 feet (15-inches) in this pipe. The trunk sewer was flowing at about 50 percent full during the ---PAGE BREAK--- August 2005 12 C:\pw_working\projectwise\award\d0294955\003.doc night. CCTV inspection showed significant erosion of concrete on the pipe wall and crown. CCTV inspection found a catch basin connected to the 30-inch trunk at the Leonard Avenue intersection. This sewer serves an industrial area. There is a commercial center, restaurants, hotels, and the Foster Farm dairy plant in this area. The Foster Farm plant formerly discharged hot water to the sewers, which could have contributed to increased hydrogen sulfide damage. Heat is a big factor in contributing to degradation from hydrogen sulfide. The McHenry Village, also contributes waste to this sewer. The McHenry Village contains a shopping center, several businesses, and dry cleaners. Other suspects for hot water discharge are the MID Power Plant, which is close to Exhibit 5 at Jefferson Avenue and the ice plant. Rating: This interceptor is rated a Priority 3 because of the accelerated loss of cement and exposed aggregate. 4.5 Exhibit 5 - Highway 99 - Graphics Drive and Emerald Avenue This 36-inch diameter RCP trunk sewer crosses underneath Highway 99 from Graphics Drive to Emerald Avenue, and has been in service for approximately 28 years. The entire length of 301 feet under Highway 99 was CCTV inspected. This is a good candidate for a parallel line under Highway 99. The sooner the City rehabilitates this line the better, before there is more development in the area. The CCTV shows heavy erosion of concrete on the pipe walls. Exposed aggregate is visible in several sections of the sewer. On the southwest edge of Highway 99, the top of the 36-inch diameter RCP has been patched, most likely after being damaged during construction of Highway 99. The patch appears to be in bad condition and requires immediate repairs. There is no parallel line in which to bypass flows if a break were to occur. The depth of flow during the night was 1.75 feet (21-inches) in the 36-inch diameter pipe. The pipe was flowing at 58 percent capacity during the night-time hours, which would indicate that there may be a capacity problem with this sewer segment during peak hour wet weather flows. No grit was reported during the manhole inspections. As shown on Exhibit 5 in Appendix A, there is adequate undeveloped and available land south of this pipe section to bore and jack a relief interceptor under Highway 99. Rating: This trunk sewer is rated a Priority 3. 4.6 Exhibit 6 - Emerald Ave - Maze Ave to Beryl Way This RCP trunk sewer is 36-inch diameter for 691 feet south of Maze Avenue. At Maze Avenue, the diameter changes from 36-inch down to 24-inch as shown in the still photo in Appendix B. Paulsell was not able to CCTV the 24-inch line because of high water in the pipe. The 36-inch trunk is 34 years old and the 24-inch interceptor is 48 years old. CCTV of ---PAGE BREAK--- August 2005 13 C:\pw_working\projectwise\award\d0294955\003.doc the 36-inch diameter sewer showed heavy erosion of concrete on the pipe wall and one area of exposed wire mesh 448 feet south of Maze Avenue. The depth of flow during the night was 1.5 feet (18-inches) in the 36-inch diameter pipe and the pipe was flowing at 50 percent. The depth of flow at the transition manhole was 1.75 (21-inches) or 88 percent of depth of the 24-inch sewer. At the next sewer down stream, the depth was 1.25 (15-inches), which is 62.5 percent of the 24-inch diameter. There have been three collapses in this trunk sewer, one of which took place recently just from the CCTV section. Immediate action should be taken towards rehabilitation of this trunk sewer to prevent further collapses. Rating: The Emerald Trunk sewer is rated a Priority 1, which from Table 5 indicates that it should be rehabilitated as soon as possible. 4.7 Exhibit 7 - Emerald Ave - Crippin Ave - Rouse Ave to Kirschen Ave This 36-inch diameter trunk sewer RCP has been in service for 44 years. This reach of sewer is part of the Emerald Trunk sewer and is down stream from Exhibit 6. Paulsell was only able to CCTV 1,165 feet of the total planned 1,847 feet. The remaining 682 feet could not be CCTV inspected because of heavy debris in the pipe. The CCTV showed heavy erosion on the pipe wall and heavy roots in the first manhole. There are two curves in the 36-inch pipe alignment, which are shown on the Exhibit 7 figure in Appendix A. MH64090631 near Yellow Pine Drive is paved over. There were multiple locations with exposed rebar approximately 16.6, 28.9 and 100.3 feet from the upstream manhole and 7.3 feet from the second manhole. The top of the pipe appeared corrugated because concrete eroded from between the rebar. Tony Souza of the City commented about a break at the Emerald Avenue sewer and mentioned that the condition of the Crippin Avenue sewer was similar. He added that at the excavation location of a previous collapse, the wall of the pipe was less than 3/4-inch thick. He mentioned that there was an ultrasound done and report prepared of the Emerald Avenue pipe. He said there had been three collapses in Emerald Avenue alone. The most recent break occurred between Emerald and Lenoir to Emerald and California. The depth of flow during the night was 1.25 feet (15-inches) in the 36-inch diameter pipe or 42 percent of depth. Only 83 percent of the 874 feet between manholes was CCTV inspected because there was excessive debris and grit in the pipe invert. The distance of 728 feet between manholes for a 36-inch diameter sewer is too long to inspect between manholes. Paulsell stated to Carollo that this was the worst section of RCP pipe that was CCTV inspected. It was evident that this trunk sewer lacks structural integrity due to the corrosion and heavy erosion of the pipe wall. ---PAGE BREAK--- August 2005 14 C:\pw_working\projectwise\award\d0294955\003.doc Rating: This Crippin Avenue/Emerald Avenue trunk sewer is rated as a Priority 1, which from Table 5 indicates that it should be rehabilitated as soon as possible. 4.8 Exhibit 8 - Highway 99 South of Tuolumne Blvd. This 48-inch diameter RCP trunk sewer was constructed under a fill section of Highway 99. City records show pipe age as unknown, but it is probably approximately 26 years old similar to Exhibit 2, crossing of Highway 99 at Conant Avenue. Paulsell attempted many times to CCTV this section of sewer with float equipment. The flow in the sewer was too swift and strong and the float capsized on every attempt. Bypass pumping to reduce flows and velocity would be required to perform successful float CCTV inspection, but was not in Paulsell’s agreement for CCTV. Based on the manhole inspections, the flow in this interceptor was 1.75 feet (21-inches) in the middle of the night. This depth was approximately 44 percent of the diameter. This is the major trunk sewer, which serves much of the central and east sides of the City. A middle of the night flow of 44 percent indicated that there may be a capacity issue in the near future. Since this trunk sewer serves a great part of the City and is underneath Highway 99, eventual CCTV inspection should be performed. This will involve significant bypass pumping to reduce flow and velocity within the pipe so that appropriate CCTV equipment can be used. Rating: This interceptor was not inspected but would be rated as a Priority 3 because it is under Highway 99. 4.9 Exhibit 9 - Highway 99 at Jefferson Avenue At 16-inches, this is the smallest diameter RCP sewer chosen for CCTV inspection. The pipe crosses under Highway 99 from North Jefferson Avenue to South Jefferson Avenue. City records indicate that this segment of sewer has an unknown age but is probably 26 years old based on other Highway 99 sewer crossings. Approximately 89 feet of the first manhole, there is a sag in the pipe. This sag is near the Highway 99 north bound on ramp from Street. About halfway between manholes there is root infiltration visible due to trees in the median. The depth of flow in the middle of the night was 0.5 feet (6-inches) or 37 percent of diameter. There was some exposed aggregate but not major concrete pipe deterioration or exposed rebar. There is a lack of redundancy in this section and installation of a parallel line is critical. Rating: This trunk sewer is rated as a Priority 3 because of its location under Highway 99. ---PAGE BREAK--- August 2005 15 C:\pw_working\projectwise\award\d0294955\003.doc 4.10 Exhibit 10 - Las Palmas - Pequeno Avenue to Yosemite Boulevard This is the oldest RCP pipe CCTV inspected. City records indicate that this pipe is 67 years old. Approximately 1,085 feet of 30-inch diameter sewer was inspected. The CCTV inspection showed heavy erosion on pipe walls and areas where concrete has spalled off the pipe wall. Exposed rebar is evident at two locations (401.4 feet and 428.6 feet). The depth of flow during the middle of the night was 1.25 feet (15-inches) or 50 percent of the pipe diameter. Rating: This trunk sewer is rated as a Priority 2 because of the pipe’s age (67 years), visible aggregate, and exposed rebar. 4.11 RCP Rehabilitation Prioritization Based on CCTV inspection findings, generalizations were made to prioritize the entire City RCP trunk sewers. Due to limited CCTV inspection data, only 2.5 percent of the RCP in the collection system was visually inspected. Prioritization was based primarily on age of the pipelines, locations, and corrections with the CCTV inspected pipe segments. On this basis, the RCP trunk sewers were broken down into rehabilitation projects. See the rehabilitation capital project listing in Chapter 7 and 8 of the Wastewater Collection System Master Plan for prioritization. 5.0 LIFT STATIONS The City has 39 wastewater lift stations. A spreadsheet included in Appendix D presents an inventory of the 39 wastewater lift stations. Most of the information in the spreadsheet was provided by City staff to Carollo in electronic format. Carollo added columns for: dates of pump upgrades; force main diameter, length, and type; wet well dimensions; pump numbering; dates of inspections by Carollo and condition assessment comments. Carollo met with City staff on three occasions to refine our comments. The yellow highlighted stations in Appendix D are the stations determined by the City to warrant detailed analysis by Carollo under this condition assessment. These ten lift stations are presented in Table 6. Firm pumping capacity is the capacity of the station with the largest pump on 100 percent standby. A detailed spreadsheet of the ten priority stations is included in Appendix E. The other 29 stations are in excellent condition or are subject of studies and designs by the City staff or consultants. Carollo was impressed by the commitment of both City engineering staff and maintenance staff to maintain and rehabilitate lift stations. Carollo reviewed design and/or record drawings of many completed projects to upgrade existing lift stations. The wet well has two manhole covers and is structurally in good shape. There have been no flooding problems at this location. Signal from the signal pole is lost due to surrounding large trees. 5.2 L.S. No. 17 Emerald Avenue This lift station is 51 years old and has the following flaws: • Due to a poor original design, maintenance personnel must step on a removable floor grate when entering the building. The floor grate is removable for pulling pumps. Modern lift stations of this size have bridge cranes and other monorail type systems in place to remove pumps, motors, valves, and related pipe-fittings. Removing these components is always a challenge for staff and a safety risk. • There is severe corrosion of the wet well building due to hydrogen sulfide attack caused by improper ventilation of the wet well. Due to the corrosion, the integrity of the building structure has been compromised. In the last upgrade, the wet well was coated with polyurethane, but this coating is deteriorating. • Soil filter bed is not working properly. Look into upstream treatment for odor control. • Safety guards are missing on pump drive shafts. Blower fan does not meet NFPA 820 explosion proof requirements. All three pumps operate during storm events and wet weather. Proper design criteria should be two pumps operating and one on standby. Due to the age and condition assessment of the lift station, the best solution would be to entirely replace the lift station with a new, better designed lift station. 5.3 L.S. No. 19 Hahn Lift Station This lift station, located on the corner of Honeycreek and Nightingale, is on the City’s current Capital Improvements Program (CIP) for upgrade/replacement in 2011. There is a vacant lot nearby (100 yards) which will be the site for a new development (The Promenade). This lift station is susceptible to flooding during storm events when rock-well storm drains surcharge, flooding the entire street corner. In the past, flooding previously entered the dry pit and damaged pumps until dry pit submersible pumps were installed and controls were placed in an above ground cabinet. There is no room for a standby generator on the corner of residential property. A generator receptacle was installed for Y2K. The ventilation system is inadequate and does not meet code since the only ventilation is through the manhole cover. Pumps burn out about every two years due to improper ventilation. The wet well is very deep, 35-37 feet, and not coated. However, the concrete is still in good condition. The soil in the area is sandy, so shoring would be a concern due to depth of wet well if a new station is built. A new station should be designed for storm water flows. Currently both pumps operate during heavy storm events. Possible lift station alternatives are to convert to wet well submersible station or eliminate the station and construct a new station at the future development site. The 6-foot diameter wet well is too small for two submersible pumps. The 8-inch diameter force main may also be too small for operating with two pumps. ---PAGE BREAK--- August 2005 19 C:\pw_working\projectwise\award\d0294955\003.doc 5.4 L.S. No. 22 Mark Randy This is a small lift station in a commercial area. There is only one submersible pump inside a 5-foot diameter wet well and it may not be possible to fit two pumps in the existing well. There is also a lack of back-up power and only 45 minutes of down time. There is room for a standby generator on the sidewalk. The spare pump shop is located across the street however, it is unlikely that the pump can be replaced in 45 minutes. A different pump design may be required since the existing submersible pump sits in a plastic tub. 5.5 L.S. No. 27 Pepsi The station downtime is only 20 minutes depending on Pepsi Plant operations. The station only serves the Pepsi Plant. Standby generator installation is a high priority due to location near the river. Overflows, if they occur, will flow down the street to the river. There is plenty of room for a standby generator although the City may have to purchase land from Pepsi. An infrequent pump air lock problem occurs every 2 to 3 months. Changing the water level for pump start does not fix the problem. Both pumps run at high wet well levels. The force main is 950 feet long. 5.6 L.S. No. 30 Rumble This lift station is located in a park surrounded by a block wall. It is a “steel can” packaged dry well station that has reached the end of its useful life. It is suspected that the bottom of the steel might be corroded. There is sufficient land around the station to construct a submersible type pump station. It may be possible to install two submersible pumps in the existing wet well or construct a completely new wet well. There is also sufficient land area to construct a permanent standby generator. Since the firm capacity of this station is 950 gpm, the station should have a standby generator. 5.7 L.S. No. 34 Torrid and Diablo This lift station is located in the sidewalk of an intersection. Electrical cabinets are located at the back of the sidewalk. The station is a dry pit type station with the wet well in the intersection. During storm events, the wet well backs up and portable back up pumps are needed to avoid emergency situations. The City wants this station abandoned and a new submersible type lift station constructed. Since the station is in a sidewalk, there is no room to construct a permanent standby generator next to the station. However, there appears to be available land in an orchard across the road for a standby generator. During final design of the station, a new station with generator should be considered across the road on the orchard site before the orchard site is developed. 5.8 L.S. No. 39 Woodland Station needs new motor control center (MCC), awning between building to protect equipment from sun damage, new lighting, two new Wemco dry pit horizontal submersible ---PAGE BREAK--- August 2005 20 C:\pw_working\projectwise\award\d0294955\003.doc pumps to replace the remaining old Worthington pumps, check valves, and piping. The wet well ventilation system may be inadequate and not to code. There is no lighting or electricity in the wet well. The wet well walls are still in good condition and the door has been replaced recently. The existing standby generator is designed to handle three pumps operating. 5.9 L.S. No. 46 Jefferson Street This lift station is located in the Department of Public Works (DPW) sign shop yard. The wet well is very deep and the dry well had an access elevator. The sign shop may be scheduled for demolition. A new bus barn is proposed for construction on this site by the City. There is a blower and generator receptacle. There is no standby generator. The wet well needs recoating. This lift station may be replaced with a submersible station in conjunction with DPW/bus barn. 5.10 L.S. No. 58 Coffee/Claratina The lift station is a Dakota package station and was built in 1998. Pumps are dry pit Fairbanks - Morse Pumps. It was built below grade and during storm events, the area fills with water one foot in depth. A gutter with drain rock around the lift station is used to keep it from flooding. New development includes plans to extend Montana Street through the existing lift station, requiring the lift station to be located on a traffic island or roundabout. The pump well is extremely deep, 45 feet, and has an access elevator. The wet well is coated with polyurethane. There is plenty of room available for a standby generator. Future development could create a capacity issue. Mid-Valley Engineering is involved with the development plans. An office complex is proposed for the vacant lot next to the lift station. 6.0 BRICK MANHOLES There are a number of old brick manholes in the older sewers within the downtown area. The City has provided Carollo with inspection forms of about 72 manholes. Carollo contracted with Thompson Hysell of Modesto to inspect 160 manholes. 7.0 DIGITAL PHOTOS OF ADDITIONAL RCP SEWERS After reviewing the CCTV of selected sewers, the City of Modesto authorized Carollo to obtain digital photos for approximately 100 other manholes within the RCP system. Carollo hired Pausell & Associates (Pausell) to take digital photos; the location of which are shown on Figure 5.
