Special Inspection Policy Page 2 March 30, 2004 (Revised) March 30, 2004 (Revised) October 27, 2003 (Revised) TO: Registered Architects Registered Professional Engineers Special Inspection Agencies Materials Testing Laboratories Geotechnical Laboratories Other Interested Parties Subject: Yosemite Chapter of the International Code Council (Formerly ICBO) Policy on Special Inspection At its regular business meeting held on April 3, 1992, the Yosemite Chapter of ICC (formerly ICBO) adopted certain amendments to its policy on Special Inspection. These changes were of interest to all parties engaged in the business of requiring or providing special inspection and materials testing services within the five counties comprising the Yosemite Chapter. The Yosemite Chapter first adopted a policy on Special Inspection in 1986. Nearly all of the following amendments are the realization of goals established for the years 1986 and 1987. Current policy is restated below as contained in our 1992 revision: 1. Commencing Monday, October 4, 1993, participating members of the Chapter will require special inspectors to carry a current wallet card for the category of inspection being performed issued by an organization recognized by the jurisdiction; 2. Commencing Monday, July 6, 1992, participating members of the Chapter will require special inspectors to exhibit a badge designating membership with a state or local testing and inspection agency while on a job site where they are providing special inspection services; 3. Commencing Monday, October 4, 1993, participating members of the Chapter will require materials testing laboratories in order to provide testing services within the jurisdictions of the Chapter to be accredited by the Cement and Concrete Reference Laboratory (CCRL); 4. Commencing Monday, July 6, 1992, participating members of the Chapter will require special inspectors, in order to provide inspection services within the jurisdictions of the Chapter, to be affiliated with or otherwise receive supervision from a professional engineer, registered in the State of California; Building Inspection, 1010 Tenth Street, Suite 3100, P.O. Upon ratification of these amendments, participating members of the Chapter will change their jurisdictions “Special Inspection Agreement Form” to require a signature (The City of Modesto currently requires this signature) by the design professional that is responsible for the project; 6. Upon ratification of these amendments, participating members of the Chapter will require the owner or the architect/engineer acting in the owner’s behalf to hire the special inspector, special inspection agency, and/or testing laboratory. The ultimate responsibility for approval of an inspector, inspection agency, or testing laboratory rests with the building official of each jurisdiction. Members of the Yosemite Chapter of the International Conference of Building Officials adopt such policy to effect a consensus on the application of Section 1701 of the California Building Code and provide guidelines to assist the building official with the approval process. With the new amendments to our policy, we hope to improve the local enforcement of required special inspections.
