(Carollo) to prepare a Wastewater Master Plan (Master Plan) for the City, which consists of a Wastewater Collection System Master Plan and a Wastewater Treatment Plant Master Plan. The assumptions used in the Master Plan are based on the proposed land use changes to the City’s General Plan Land Use diagram, which were adopted by the City Council on March 25, 2014. The proposed land use changes will be incorporated into a General Plan Amendment, which is currently in the process of being developed. Figure 1 shows the proposed March 15, 2014 land use diagram, which is the basis for the Master Plan wastewater flow projections. The City also developed an “alternative” proposed land use diagram, which was developed on July 11, 2014. Figure 2 shows the "alternative" land use diagram. Again, the Master Plan is based on the proposed General Plan Land Use Diagram that was adopted by the City Council on March 25, 2014. However, the City asked Carollo to perform an evaluation of the impacts to the wastewater collection system of the "alternative" land use diagram, and include the results of this evaluation as an appendix to the Master Plan. This Technical Memorandum (TM) summarizes the results of this analysis. The alternative land use includes some differences in the location and type of future development, and will therefore result in different build out flow projections for the City. The alternative land use incorporates a larger area to the west of the City and increases Village Residential, Business Park, and Business-Park-Commercial Land use. The primary objective of this TM is develop flow projections for the alternative land use, identify new sewer trunks to serve the alternative land use diagram, to identify any additional infrastructure improvements that would be necessary within the existing wastewater collection system, and to develop an estimate of the capital improvement costs associated with the alternative land use. 2.0 FLOW PROJECTIONS A summary of the existing and built out Average Dry Weather Flow (ADWF) and Peak Wet Weather Flow (PWWF) is presented in Table 1. As shown in Table 1, in comparison to the Master Plan, existing flows remain the same while future flow projections increase. The flow projections provided in Table 1 are based on the proposed General Plan and the alternative land use. Under the alternative land use, the build out ADWF is projected to be 36.9 mgd, compared to a build out projection of 34.4 mgd based on the proposed General Plan Land ---PAGE BREAK--- April 2016 - DRAFT 2 pw:\\Carollo/Documents\Client/CA/Modesto/9704A00 - WW Collection/Deliverables/Appendices/A\Appendix A.docx Use. The PWWF is projected to be 82.6 mgd for the alternative land use, compared to 77.8 mgd for the proposed General Plan Land Use. The City’s peaking factors under the Alternative Land Use remain consistent with the Master Plan’s PWWF to ADWF ratio. Based on the adopted March 25, 2014 Land Use Diagram Based on the alternative July 11, 2014 Land Use Diagram 3.0 CAPACITY EVALUATION As previously discussed, the existing flows in the collection system are identical in both the proposed General Plan Land Use and the Alternative Land Use. The results of the existing system capacity evaluation are the same as those identified in the Wastewater Collection System Master Plan, and will not be repeated in this TM. Therefore, only the results of the future collection system evaluation are presented. The collection system was evaluated to identify capacity deficiencies during at build-out of the Alternative Land Use service area. For this evaluation, it was assumed that existing deficiencies were mitigated as documented in the Master Plan, and storm drain cross connections were removed. Figure 3 shows the deficient pipelines and lift stations within the existing system for the build out condition of the Alternative Land Use diagram. The deficiencies shown on this figure are similar to the Master Plan, with some exceptions.  The firm capacity of the Woodland lift Station has increased from 24.6 mgd to 25.9 mgd.  Flow entering the 60-inch diameter pipeline (Project W-1) near the Sutter Plant has increased and reduced available capacity. The maximum flow depth has increased from 90-percent to approximately 96-percent capacity.  The Ustick Trunk (Project U-1) will require a larger pipeline diameter to mitigate surcharging. The recommendation has increased from a 15-inch to a 24-inch diameter pipeline. Projects that are identical for both the Master Plan (proposed General Plan Land Use) scenario and the Alternative Land Use scenario are shown on Figure 3, however, the descriptions of these projects have not been repeated in this TM. The following outlines the required improvements that are associated with the Alternative Land Use and not identified within the Master Plan. Detailed information for each improvement is provided in Table 2 and discussed below. 3.1.1 Area 1  West Trunk (Project W-1): At build-out of Area 1, the increased PWWF from the new growth and infill will cause flow levels in the lower reach of the West Trunk to exceed the maximum flow depth criteria at approximately 96 percent capacity, creating a bottle necking effect upstream and causing a segment of the 54-inch to surcharge. The deficient pipelines extend 5,300 feet and range from 54-inch to 60-inch diameter. To increase capacity within this reach of the West Trunk, a parallel 48-inch diameter pipeline is recommended. This parallel pipeline will extend 5,200 feet from Carpenter Road to the Sutter Plant. This is a long term project which depends on growth in Area 1.  Woodland Lift Station (LS 39): The existing firm capacity of the Woodland Lift station, located near Woodland Avenue and Poust Road intersection, lack sufficient capacity to convey build-out PWWF. The Firm Capacity will be increased from 20.9 mgd to 25.9 mgd. 3.1.2 Area 10  Ustick Trunk (Project U-1): The trunk from Whitmore Avenue to Imperial Avenue surcharges due to new growth within the Whitmore-Carpenter and Fairview CPDs. The 12-inch diameter pipeline will be replaced with 2,100 feet of 24-inch diameter pipeline. 3.2 Collection System Expansion to serve Future Growth The following summarizes the recommendations for new trunk sewers and lift stations to serve future users under the Alternative Land Use. Similar to the previous section, the following outlines improvements required to accommodate new growth associated with the Alternative land Use and not identified in the Master Plan. A new lift station and force main will be required. The force main will convey flow from the lift station to a new subtrunk and connect to the existing West Trunk on the west side of Highway 99.  Project W-3 consists of 4,000 feet of 18-inch diameter pipeline from North Avenue to McDonald Avenue, where it connects to the West Trunk.  Project W-4 consists of 8,300 feet of 8-inch diameter force main to connect LS 64 to project W-3. The force main will be aligned down Dakota Avenue and North Avenue.  Based on topography and the invert elevation of the existing collection system, a lift station is necessary. The Dakota Avenue Lift station (LS 64) will have a firm capacity of 1.35 mgd.  West Trunk (Project W-6): This project consists of 2,000 feet of 10-inch diameter pipeline and is located in undeveloped land. The project will extend service to the Highway 132 CPD and serve Business Park development.  West Trunk (Project W-7): This sewer trunk extension will provide service to future Village Residential within the Paradise-Carpenter CPD. This project consists of 2,000 feet of 15-inch diameter pipeline and is located in undeveloped land. West Trunk (Project W-8): This project consists of 2,000 feet of 15-inch diameter pipeline and is located in Vineyard Haven. This project will extend service to the Paradise-Carpenter CPD and serve Village Residential development.  West Trunk (Project W-9): This project consists of 2,900 feet of 10-inch diameter pipeline in Carpenter Road and Paradise Road. The Project will extend the area served by the West Trunk to include existing county islands in the southwest portion of the city. This project is the same as W-7 within the Master Plan and is included in this report as the project number has changed in Figure 3. 3.2.2 Area 10  Ustick Sub-Trunks and Lift Station (Project U-2 through U-4 and LS 62): This group of improvements will serve future commercial and residential growth within the Whitmore-Carpenter and Fairview CPD’s. This project consists of three segments and a lift Station. – Segment U-2 consists of 2,000 feet of 21-inch diameter in Whitmore Avenue and will connect to the existing collection system in Ustick Road. ---PAGE BREAK--- April 2016 - DRAFT 9 pw:\\Carollo/Documents\Client/CA/Modesto/9704A00 - WW Collection/Deliverables/Appendices/A\Appendix A.docx – Segment U-3 consists of 2,500 feet of 8-inch force main in Whitmore Avenue. The force main will allow the proposed 21-inch diameter sewer (Segment U-2) to connect with the existing pipeline in Ustick Road. – Segment U-4 consists of 6,000 feet of 18-inch diameter pipeline. The proposed pipeline begins in undeveloped land and continues under Whitmore Avenue, where it terminates at LS 62. – The Whitmore and Carpenter Lift Station (LS 62) will have a firm capacity of 2.2 mgd to convey future PWWF. 4.0 CAPITAL IMPROVEMENT PROGRAM This section presents the capital improvement plan (CIP) for the wastewater collection system under the Alternative Land Use. The CIP includes a summary of the recommended improvements and provides a comparison to the Master Plan. 4.1 Recommended Projects Table 3 summarizes the recommended projects for the CIP. PoleCam data on the South Trunk identified pipelines with moderate to severe conditions. The South Trunk Siphon was included in this project for budgeting purposes.
