City of Modesto House Sewer Line Repair Cost-Share Program Guidelines The House Sewer Line Repair Cost-Share Program (CSP) provides financial assistance to property owners for the replacement of their house sewer line within the public right-of-way. The Sewer Department will check to see if the sewer main is blocked. If blocked, City crews will clear the sewer main and restore sewer service. Partnering PURPOSE Property owners are responsible for the maintenance and repair of the house sewer line that delivers sewage from the residence to the sewer main in the street. The City Council recognized that the cost of repairing the house sewer line can be significant for property owners. To ensure timely repair and maintenance of house sewer lines and to prevent potential health hazards, the House Sewer Line Repair Cost-Share Program (CSP) was established. The CSP provides financial assistance to property owners for the replacement of public improve- ments affected during repairs to the house sewer line located within the public right-of-way. FINANCIAL ASSISTANCE OPTIONS Financial assistance is dependent upon the availability of annual funding. The CSP offers two options for fi- nancial assistance: 1) a Reimbursement Option and 2) a Loan Option. Permit costs are not covered under the CSP. 1. Reimbursement Option: The property owner is responsible for the full payment of the repair within the public right-of-way. The City will reimburse 50% of the cost to replace public improvements affected during repairs to the house sewer line located within the public right-of-way, is based on 50% of the lowest of three bids. 2. Loan Option: The City will reimburse 50% of the cost to replace public improvements affected during re- pairs to the house sewer line located within the public right-of-way, and will loan the property owner the remaining share of the repair cost. The portion of the repair cost that is paid by the City is equivalent to the reimbursement amount under the Reimbursement Option. The property owner is responsible for paying fees associated with establishing the loan and will repay to the City the loan amount, including principal and interest, over a pre-determined period of time. Ownership RESPONSIBILITY According to the Modesto Municipal Code, Section 5-6.309(b), each user shall be responsible for the construction, maintenance and repair of his/her house sewer line. DEFINITION House Sewer Line/Private Sewer Lateral: The house sewer line or private sewer lateral consists of the pipe that begins at the house/building plumbing system and extends to, but does not include, the con- nection at the City sewer main. The house sewer line or private sewer lateral is further detailed in City Standard Detail No. 513. ---PAGE BREAK--- Qualification PROGRAM REQUIREMENTS To qualify for the program, the following conditions must be met: 1. The property is a residential (6 units or less). 2. The repair or replacement work is in the public right-of-way (not on private property). 3. The residence is on property annexed to the city of Modesto. 4. The work is to be completed by a contractor licensed to perform work in the right-of-way. These contrac- tors would hold a valid Class A General Engineering or Class C-34 Pipeline Contractor license. 5. All necessary paperwork is submitted to the CSP coordinator and approved prior to the start of work. 6. The repairs include any necessary upgrades for compliance with current City Standards. This may include changes such as using a different pipe material or the addition of a sewer cleanout adjacent to the property line. Upgrades are not eligible for reimbursement. 7. An encroachment permit is obtained by the contractor prior to starting the work and the work is inspected and approved by the City inspector. 8. The City requires at least three quotes from properly licensed contractors. (except for a “Clean-out Only”) APPLICATION For consideration to participate in the CSP, applicants must complete and submit the following: Application Form Release and Waiver of Liability and Indemnity Agreement Contractor Quotation Form If the applicant chooses to participate in the loan option, the following additional items must be completed. The City Community and Economic Development Infrastructure Financing Program Administration Office will coordinate completion of these items with the property owner.
