TIVOLI SPECIFIC PLAN 215 T he Community Services Chapter of the Tivoli Neighborhood Specific Plan (TSP) establishes policies to provide Com­ munity Services for the full buildout of the plan area. The Community Services will be provided consistent with this Specific Plan.The following table illustrates each service provider within the TSP project area. community services 6 Chapter ---PAGE BREAK--- TIVOLI SPECIFIC PLAN 216 Chapter 6  community services Table 6.1 Service Providers Utility Provider Fire Modesto Fire Department Police Modesto Police Department Schools Modesto City Schools and Sylvan Union School District Solid Waste Disposal Contracted thru City of Modesto 6.1 Public Safety 6.1.1. Police The Northeast Area Command office is located at 3705 Oakdale, immediately west of the TSP project area. The local command office provides a police presence with mostly com­ munity service officers. Core police services, patrol and field services, investigative services and support servies are based at the main police complex at 600 10th Street. The residen­ tial and commercial project components would create increased demand for police services. The project could potentially have a physical impact on these public services by requiring additional facilities to meet the increased demand. 6.1.2. Fire Fire station located at 1800 Mable Avenue, is the nearest fire station to the TSP project area and can provide response within six minutes. Station located at 200 Briggsmore Avenue about 3.5 miles to the south and west, provides the secondary response within 10 minutes for all but the northeast portion of the site. The residential and commercial project components would create increased demand for fire services. The project would have a physical impact on these public services by requiring additional facilities to serve the north­ east portion of the site. 6.2 Schools All families living within the TSP project area are served by the Sylvan Union School District for the elementary and middle school levels and served by Modesto City High School District for the high school level. The nearest elementary school to the TSP is the Stockard Coffee School, located 1 mile west from the center of the study area. The TSP has designated a 13.5-acre site for a future elementary-school site. The nearest middle school to the TSP is Ustach Middle School, 3/4 mile to the south from the center of the study area. The nearest high school to the TSP is James Enochs High School located immediately east of the site. According to the school districts, the existing nearby middle and high schools will serve the students generated from the TSP. The existing Middle School will serve the TSP on an in­ terim basis until new Middle Schools are constructed north of Sylvan Avenue to serve Middle School students in the TSP as well as other future development. Developers are encouraged to work with the school districts, independent of city involvement, to arrive at an arrange­ ment to ensure timely development of schools. 6.3 Child Care The Stanislaus Family Child Care Association (SFCCA) has 32-registered child care provid­ ers in the Modesto Urban Area, many of which are located within a school. There are also various other organizations providing before and after school care, such as the Stanislaus County Headstart Program, Robertson Road Children’s Center and Preschool, and Le Petite Academy. The Modesto Yellow Pages also offers approximately 120 different choices in ---PAGE BREAK--- Chapter 6  community services TIVOLI SPECIFIC PLAN 217 childcare providers. It is anticipated that there will be ample childcare providers to accom­ modate the TSP project area residents. 6.4 Solid Waste Solid waste disposal will be provided to the TSP via one of the City of Modesto’s three contracted solid waste providers. Waste collection is thru the City of Modesto’s “Two Can” program that collects refuge in one can and yard and food waste in the other can. The reduction of solid waste will be promoted through the use of recycling, composting and other transformation of wastes. Attached or multi-family residential development will incorporate central collection and recycling areas for solid waste recovery. Single family residences can dispose recycled waste in the waste can. The proposed project would generate solid waste from residential, commercial, and office uses. The City can adequately provide solid waste disposal to the TSP through options that include waste reduction, recycling, the Modesto and Stanislaus County Waste-to-Energy Plant, and landfill disposal. 6.5 Flood Control 6.5.1. Flood Hazards In the Modesto area, flood hazard areas are limited to properties along Dry Creek, and the Stanislaus and Tuolumne Rivers. Located about 2 1/2 miles to the north, the Stanislaus River is the closest flood hazard area to the project site. Dry Creek and Tuolumne River are located about 2 and 4 miles, respectively, southeast of the project site. The project site is not located within any 100-year flood hazard area and none of the development compo­ nents would be constructed within any flood hazard area. In 1998, there was street flooding through the project site, coming off-site diagonally from the Oakdale area, continuing southeast through the Village One development area, and continuing into Naraghi Lake, which is about one mile southeast of the project site. De­ velopment of the TSP area will address the potential for surface flooding that may occur. Chapter 3, Public Facilities Infrastructure Concept Plan, describes the off-site flows and its relationship to the site.
