RESOLUTION NUMBER A RESOLUTION OF THE MISSOULA CITY COUNCIL AUTHORIZING THE MAYOR TO SIGN FOR AND UTILIZE UP TO $350,000 OF MISSOULA COUNTY MULLAN ROAD TRAFFIC MITIGATION FUNDS FOR CITY PROJECT NO. 2007-047 “MULLAN ROAD AND RESERVE STREET INTERSECTION IMPROVEMENTS.” WHEREAS, the City of Missoula is working cooperatively with Missoula County and the Montana Department of Transportation to design and construct traffic safety and operational improvements with City Project No. 2007-047 “Mullan Road and Reserve Street Intersection Improvements;” and WHEREAS, the purpose of this project is to reduce traffic crash frequency and severity, improve traffic flow and operations, reduce traffic delays, maintain existing bicycle lanes, and provide pedestrian crossing mitigations at the intersection of Mullan Road and Reserve Street; and WHEREAS, the project is proposed to consist of: 1) reconfiguring traffic lanes on Reserve Street to include northbound dual left-turn lanes to westbound Mullan Road; 2) reconfigure traffic lanes on Mullan Road between Reserve Street and Clark Fork Lane to include two westbound traffic lanes; 3) change traffic signal timing at the Mullan Road and Reserve Street intersection to include protected left-turns, count-down pedestrian signals, and, increased crossing time for pedestrians; and WHEREAS, the City of Missoula and Missoula County have created an Interlocal Agreement to fund and administer the Mullan Road and Reserve Street Intersection Improvements project; and WHEREAS, it is the intention of the Missoula City Council to streamline City administrative process and authorize the Mayor to accept and sign for the Missoula County funds and direct staff to utilize the funds for said project on behalf of the City of Missoula. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Missoula, Montana that the Mayor of Missoula is hereby authorized and directed to accept the Missoula County funds up to $350,000 on behalf of the City of Missoula and sign all documents related to the transfer of funds and utilize the funds for Project No. 2007-047“Mullan Road and Reserve Street Intersection Improvements;” and BE IT FURTHER RESOLVED that staff is hereby directed to proceed with the steps necessary to implement the project as described, subject to the approval of the City Council.
