City of Missoula, Montana Item to be referred to City Council Committee Committee: PWC Item: Recommendation to award the Headworks and Odor Control Improvements (Project 2009-012) Contract to Dick Anderson Construction Inc. for $7,768,475.00 Date: 8/19/10 Prepared by: Starr Sullivan Initiated by: Starr Sullivan Action Required: Bid award for the Headworks and Odor Control Improvements (Project 2009-012). Recommended Motion: The committee recommends the City Council approve and authorize the Mayor to sign the contract for the Headworks and Odor Control Improvements (Project 2009-012) to Dick Anderson Construction Inc. for $7,768,475.00 and return all bid bonds. Timeline: Referral to committee: August 23, 2010 Committee discussion September 1 or 8, 2010 Background and Alternatives Explored: The Headworks and Odor Control Improvements is identified in the Wastewater Capital Improvement Projects list and the 2000 Wastewater Facilities Plan for replacement. The Headworks building and equipment is currently beyond its life cycle and is a critical function of the Wastewater Treatment Plant. Additionally, the current Headworks has been identified as a major nuisance odor source in the Missoula Odor Characterization Study that was required by the Missoula City County Health Department’s notice of violation to take corrective action issued to the City of Missoula and Eko Compost. Financial Implications: Funding for this project will be from sewer revenue bonds.
