INVITATION TO BID City of Missoula Parks and Recreation Missoula Aquatics VGB Drain Grates: Project 1-10-MSAQ-VGB Bids will be received at the Office of the City Clerk, Missoula City Hall, 435 Ryman St, Missoula, Montana, 59802-4297, until 2:00 p.m. on Monday, January 25th, 2010. and then publicly opened and read aloud in the Mayor’s Conference Room. Late bids will be returned unopened. Each Proposal shall be submitted in a sealed envelope. The envelope shall be clearly marked as follows: “Bid Proposal for Missoula Aquatics VGB Drain Grates” Separate bids will be accepted for the purchase and delivery of ASME A112.19.8.a- 2008 VGB-2008 & NSF Certified Drain Grates of various models, sizes and manufacture for use in upgrading the swimming pool and spa at Currents Water Park, (600 Cregg Lane, Missoula, Montana) and the three swimming pools at Splash Montana (3001 Bancroft, Missoula, Montana) to the standards required by the Virginia Graeme Baker Act and based on the USAquatics Entrapment Hazard Review. A detailed listing of the number of grates of each model type will be included in the bid packet. Interested vendors may receive a copy of the bid packet which includes: VGB Grates: Quantity, Model, Size, and Type Spreadsheet and the USAquatics Currents in McCormick Park Entrapment Hazard Review of Nov 12, 2009 and the USAquatics Splash Montana Entrapment Hazard Review of November 12, 2009 from the Missoula Parks and Recreation, 600 Cregg Lane, Missoula MT, 59801 or on the City of Missoula Project Bid website: www.ci.missoula.mt.us/bids Each bid must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the City of Missoula, Montana, in an amount not less than ten percent (10%) of the total bid amount. Complete descriptive literature and bid evaluation data, as required by the Contract Documents, shall be submitted with the Bidder’s proposal for the Parks Department review and evaluation. No Proposal may be withdrawn within a period of 60 days after the bid opening date. Prices shall include delivery f.o.b., freight paid by the Bidder to the jobsite. Before a contract will be awarded, the City will conduct investigations to determine the performance record and ability of the apparent low Bidder to perform the size and type of work specified. Upon request, the Bidder shall submit information as deemed necessary by the City to evaluate the Bidder’s qualifications. The City reserves the right to reject any or all bids and to determine which bid is, in the City’s judgment, the lowest responsible bid. The City also reserves the right to purchase components of the lowest bid. The City also reserves the right to secure equipment that may not represent the lowest initial bid cost if, in the City’s opinion, other evaluation factors favor equipment with a higher initial bid cost. We will be reviewing the existing indoor swimming pool and therapy pool for compliance with the Virginia Graeme Baker Pool and Spa Safety Act (VGB). The proposal is for in-house services only, using the original construction drawings, with all required information being submitted to USAquatics, including, but not limited to, existing feature sump sizes and photos as needed. Site visits, if required, will be billed for time and expenses per the attached schedule of fees. Pools to be reviewed include Playfair lazy river, 50-meter pool, and Splash Pool, McCormick indoor pool and McCormick Spa and all related feature suction chambers. SUMMARY OF WORK 1. Each pool will be reviewed for compliance with VGB, including main drains, feature suction chambers, and skimmers, as applicable. 2. A summary of the findings will be presented with options for becoming compliant, as needed. 3. If drawing preparation is required, such as renovations beyond grate replacement, an additional fee for engineering and drafting services will be required. 4. With information supplied from the client / owner, state plan review forms will be completed and submitted. State review fees must be paid along with ½ of the engineering fee prior to submittal. Fee Summary: Review of facility and report: $3,500 State plan review fee: dependent on work to be completed. A schedule of fees is attached if additional work is required. Meals & Lodging Meals and lodging will be charged as follows: Daily fee - 6 to 9 hours out of office: $40.00 per person Daily fee - over 9 hours out of office: $135.00 per person Other Project Charges Subcontractors and Subconsultants The cost of services subcontracted by USAquatics to others will be charged at cost plus 15%. Equipment Rental The cost of equipment rental will be charged at cost plus 15%. Communications The cost of communications will be charged at cost plus 15%. Plan review fees The fees for plan review and approval by state, local or internal jurisdictions will be paid by the project owner for the exact amount as stipulated by the governing rules, regulations or policies. Testing, locating and survey The fees for testing, locating and survey work will be paid by the project owner for the exact amount as stipulated by the organization performing the work. All fees and charges paid for by USAquatics for the owner will be charged to the owner for the cost plus a 15% handling charge. Payment and Interest Charges USAquatics shall submit progress invoices to Client showing the services performed during the invoice period and the charges for those services.
