City of Missoula, Montana Item to be Referred to City Council Committee Committee: Conservation Committee Item: General Amendment to City of Missoula Title 12, Naming of Public Parks and Recreation Facilities ordinance Date: October 15, 2010 Prepared by: Jackie Corday Initiated by: Parks & Recreation Board Action Required: Approval of a new ordinance that will create a process and criteria for the naming of public parks, trails, open space, and recreation facilities. Actions Required: -Set a public hearing for consideration of a new ordinance for naming public parks and trails. - Adopt the ordinance Recommended Motion for November 15th: I move to set a public hearing for December 6, 2010 on an ordinance amending Title 12 to establish Chapter 12.43 Missoula Municipal Code entitled "Naming of Public Parks and Recreation Facilities" to provide a process and criteria for naming public parks, trails, open space and recreation facilities. Recommended Motion for December 6th: I move the City Council approve the general amendment to Chapter 12, Missoula City Streets, Sidewalks and Public Places Ordinance, to add “Naming of Public Parks and Recreation Facilities” provision as shown in the attached Exhibit A. Timeline: Referral to committee: October 21, 2010 Committee discussion: November 10, 2010 Council acts to set hearing: November 15, 2010 Public hearing: December 6, 2010 Background and Alternatives Explored: As parks and trails are added to the Missoula system and our community grows, requests for naming facilities for certain individuals are received. The City currently does not have a well developed written policy to guide in this process. At the request of the City Park Board, we researched what other cities have adopted for park naming policies. We borrowed provisions we liked in those ordinances and drafted a new ordinance that fits well in the existing Title 12. Park Board and City Administration reviewed the draft and provided suggested revisions. At their October 12th meeting, the Park Board approved a motion to recommend adoption of the attached draft to City Council. ---PAGE BREAK--- Financial Implications: This ordinance would create criteria for naming of parks and facilities that can benefit the public by encouraging major monetary or land donations in exchange for naming rights.
