RESOLUTION NUMBER 7516 A RESOLUTION OF THE CITY COUNCIL TO ESTABLISH A CAROUSEL SUNDAY MARKET AND FESTIVAL IN MISSOULA. WHEREAS, the Missoula City Council authorized the formation of a Missoula Farmers’ Market through the passage and amendment of Ordinance Number 1485, supported it pursuant to passage of Resolution Number 4888 and further supported it pursuant to passage of Resolution Number 5176, and authorized a second farmers’ market, the Clark Fork River Market, through the passage of Resolution 6910, to include meat and poultry products along with the farm products sold by the original Missoula Farmers’ Market, and authorized the formation of a Missoula Saturday Market for the sale of locally produced arts and crafts through the passage of Resolution 6160; and WHEREAS, local farmers, ranchers and other vendors of produce, prepared foods, meat, poultry products and crafts are seeking further opportunities to promote and sell their products; and WHEREAS, national and local market trends show that consumers want to know where their food comes from, who raises it, and how it is raised, and are willing to pay a premium for locally-raised garden, meat and poultry products; and WHEREAS, a marketing survey conducted by the Clark Fork River Market has shown market-goers enjoy the atmosphere of an open-air market, particularly the live music provided at the Clark Fork River Market; and WHEREAS, Missoula has many young, talented musicians who have few opportunities to showcase their talents; and WHEREAS, A Carousel for Missoula Foundation, Inc. would like to establish an additional Market, the Carousel Sunday Market and Festival, comprising a farmers’ market, an arts and crafts market and a venue to promote young musicians, and has developed a mission statement and regulations for such a Market, which would operate under the bylaws of the Foundation; and WHEREAS, a Sunday market would not provide adverse competition to the existing farmers’ markets or to the Missoula Saturday Market; and WHEREAS, a Sunday market would increase traffic in downtown Missoula on Sunday afternoons and would create a festive atmosphere for residents and tourists; and WHEREAS, this resolution will serve as an enabling ordinance for a Sunday Market that will provide a venue for the promotion and sales of locally-grown produce, meat and poultry products, locally-prepared foods and locally-made arts and crafts, and the promotion of local, young musicians, and NOW THEREFORE BE IT RESOLVED that the City of Missoula City Council hereby establishes a Sunday Market called the Carousel Sunday Market and Festival for the purpose of promoting local, young musicians and selling all commodities and food products allowed by Section 8.20 and 8.22 of the Missoula Municipal Code, and in compliance with Montana Code Annotated 50-50-102 & 202. ---PAGE BREAK--- BE IT FURTHER RESOLVED that the Carousel Sunday Market and Festival will operate in New Park parking lot, east of A Carousel for Missoula as shown on Exhibit A.
