City of Missoula, Montana Item to be Referred to City Council Committee Committee: Administration and Finance Item: Revised Fee for DRB Building Graphic Review Date: July 13, 2009 Prepared by: Ana Aronofsky, OPG Initiated by: Mayor John Engen Action Required: Set a public hearing. Recommended Motion: I move the City Council set a public hearing on August 24, 2009 on a resolution establishing a new fee to be added to the list of Land Use application fees, called “DRB Special Signs Design Review E. Building Graphics” and that this fee is set at $100.00. Timeline: Referral to committee: A & F Committee discussion: July 22, 2009 Council acts to set hearing: July 27, 2009 Public Hearing: August 24, 2009 Background and Alternatives Explored: The Sign Code chapter of the City Zoning Ordinance establishes the requirements and criteria for review of Special Signs (Chapter 19.90.100 A, B, C, D and E) that need approval by the Design Review Board. Chapter 19.90.100 E. describes specific requirements and criteria for Building Graphics review and approval. The fee schedule for DRB review does not make a distinction between other sign package reviews and the building graphics review. Building graphics or murals can add beauty and interest to buildings and barren walls and can be a source of enjoyment for citizens and visitors. The present fee has been a hardship for some artists and property owners, causing projects to be abandoned.
