City of Missoula, Montana Item to be Referred to City Council Committee Committee: Public Works Item: Resolution to order curb and sidewalk improvement Project 08-008, Stephens and McDonald Avenue Area Date: June 1, 2009 Prepared by: Monte Sipe Initiated by: Doug Harby Action Required: Review proposed curb and sidewalk improvement project and pass a Resolution to Order the improvements which also directs that notice be given to all affected property owners. Recommended Motion: The committee recommends the City Council adopt the resolution to order curb and sidewalk improvements adjacent to properties in the Stephens and McDonald Avenue area, Project 08-008. Timeline: Referral to committee: June 15, 2009 Committee discussion: June 17, 2009 (property owners have been invited) Background and Alternatives Explored: This project will complete missing sidewalk sections and ADA upgrades on the south side of McDonald and the west side of Stephens south of the Playfair Park ball fields. This project area contains a mix of duplex and multi-family residential housing. A notice letter was sent to the affected property owners. This letter informed property owners of the project proposal, construction cost estimate based on preliminary engineering design and specified dates for consideration by the Public Works Committee and City Council. Both support and opposition to the project is anticipated, primarily due to costs. Financial Implications: All of the costs of the improvements will be assessed to the seventeen adjacent property owners under the City's Special Improvement Assessment Program, with financing terms available up to twenty years and deferred loans available to low income property owners and any property owner with an assessment over $6,000.
