City of Missoula, Montana Item to be Referred to City Council Committee Committee: Public Works Committee Item: Storm Water Discharge Co-Permit Interlocal Agreement Date: March 12, 2010 Prepared by: Jessica Miller Initiated by: Kevin Slovarp Action Required: Interlocal agreement between the City of Missoula, County of Missoula, Montana Department of Transportation, and the University of Montana for MPDES Small MS4 Storm Water Discharge Co-Permit. Recommended Motion: The committee recommends the City Council approve and authorize the Mayor to sign the Interlocal agreement between the City of Missoula, County of Missoula, Montana Department of Transportation, and the University of Montana for MPDES Small MS4 Storm Water Discharge Co-Permit. Timeline: Referral to committee: March 15, 2010 Committee discussion: March 17, 2010 Background and Alternatives Explored: The State administers a program required by the Environmental Protection Agency, which mandates that the City maintain a storm water discharge permit. Because the City shares the permit with other entities, an interlocal agreement is required. The permit has been renewed. The agreement outlines each agency's responsibilities in satisfying the requirements of the State's Storm Water General Permit. This is the second term of the permit. The first term began in 2005, and the original interlocal agreement was signed in early 2003. Permit terms are typically five years. Financial Implications: For cities of population exceeding 50,000, the renewal application fee is $7,000, and annual fee is $5,000. Attachments: Interlocal Agreement
