City of Missoula, Montana Item to be Referred to City Council Committee Committee: Public Works Committee Item: Public Works Street Division CMAQ Sweeper Purchase Date: October 20, 2010 Prepared by: Jack Stucky Initiated by: Jack Stucky Action Required: Authorize the Mayor to sign a memorandum of agreement with the Montana Department of Transportation (MDT) for the acquisition of one new street sweeper. This agreement provides the City of Missoula with a means of reducing PM10 particulate. This is a Congestion Mitigation and Air Quality (CMAQ) purchase. The City of Missoula will have to pay the MDT a local match portion of $34,803.64. Recommended Motion: I move the City Council authorize the Mayor to sign a memo random of agreement with the Montana Department of Transportation (MDT) for the acquisition of one new street sweeper and authorize the payment of the CMAQ local match funds of $34,803.64 to the Montana Department of Transportation. Timeline: Referral to committee: 10/04/10 Committee discussion: 10/27/10 Background and Alternatives Explored: This purchase has been granted budget authority as a General Fund purchase and is consistent with the Vehicle Replacement Schedule. This equipment will be used by the City of Missoula Street Division for sweeping and cleaning City Streets. This is a vacuum style street sweeper. The State of Montana completed the bid and award process for this sweeper as they do with all CMAQ purchases. Financial Implications: Bid cost of new Vacuum Street Sweeper $ 207,340 MDT SFY 2007 Indirect Cost 13.35% $ 27,679 Total CMAQ fund purchase cost $ 235,019 MDT CMAQ funded portion 86.58% $ 200,216.25 City of Missoula local match portion 13.42% $ 34,803.64 ---PAGE BREAK--- Please note, the cost of this sweeper increased significantly due to emission changes on the front and rear engines and a reduction in the number of manufacturers willing to provide a cab over style chassis. As a result the City of Missoula had to contribute and additional contribution of $3,769.89 towards this purchase. The last sweepers we purchased in (2007 model year) were $177,960. This is significantly less than the $207,340 bid price on this purchase. On the positive side of things, the City of Missoula is getting a new sweeper for less than 17% of the cost of a new sweeper. At this time, all of the street sweeping equipment used in the City of Missoula is CMAQ or MAQI funded. There are no trades included in this purchase. The Street Division has CIP funds budgeted for this purchase. There is a total of $370,000 budgeted for these purchases. The City of Missoula match portion of this purchase is $34,803.64 Please see the attached Memorandum of Agreement with Montana Department of Transportation (MDT).
