PAZ Action Required: Approval or denial of The Gables Phasing Plan. Recommended Motion: 1. THAT the request to create a phasing plan for The Gables Subdivision, including final plat submittal deadlines of May 26, 2014 for Phase 1, May 26, 2016 for Phase 2 and May 26, 2018 for Phase 3 as illustrated in Sheet 1 of 1 dated May 2009 be APPROVED, subject to the amended conditions of approval in Attachment G. Timeline: City Council’s Referral to committee: June 8, 2009 PAZ Committee Action: June 10, 2009 Action Item City Council Action: June 15, 2009 (Consent Agenda or Committee Reports) Deadline: NA Background: The Office of Planning and Grants has received a request from WGM Group, Inc. to extend the final plat submittal deadline for The Gables Subdivision (Attachment The Gables is a 42 lot subdivision on 12.04 acres located west of Hiberta Street, and north of S. 3rd Street West in Orchard Homes. The subdivision was originally approved on May 22, 2006, subject to 26 conditions of approval (Attachment Prior to the final plat submittal deadline, the applicant requested a one-year extension of the deadline, which was approved by City Council (Attachment A further extension was requested in May 2009 (Attachment The developer’s representative was informed that the preliminary plat approval period could not be extended beyond May 26, 2009, the three-year limit, in accordance with City Subdivision Regulations Article 4-7(1). The applicant subsequently submitted a plan to phase the subdivision (Attachment Phasing Plan The applicant proposes three phases for The Gables Subdivision (Attachment These include lots fronting 3rd Street and open space dedicated to the city in Phase 1, one cul-de-sac, related lots, and riparian area in Phase 2, and the northern-most cul-de-sac and related lots in Phase 3. City Fire supports the request, and had no recommendations (Attachment City Engineering recommends that 3rd Street West right-of-way improvements be completed with Phase 1, that full Hiberta Street improvements be completed with Phase 2, and that storm sewer requirements be included in the phasing plan (Attachment These recommendations have been included as existing or amended conditions of approval (Attachment ---PAGE BREAK--- Staff Recommendation: 1.
