INVITATION TO BID Notice is hereby given that sealed bids will be received at the office of the City Clerk, 435 Ryman Street, Missoula, Montana, until 1:00 p.m., on Monday, February 1, 2010, and will then be opened and publicly read in the Mayor's Conference Room for the furnishing of all labor, equipment and materials for construction of the following: AMERICAN REINVESTMENT/ RECOVERY ACT PROJECT NO. ARRA 8199 (88) UPN 7003 Sidewalk Ramps - Missoula City of Missoula Project No. 09-029 This project consists of constructing ADA curb and alley approach ramps at various locations in Missoula. Bidders shall submit sealed bids as prescribed in the Project Manual addressed to the City Clerk, City of Missoula, enclosed in sealed envelopes plainly marked on the outside "Proposal for City of Missoula Project No. 09-029 Sidewalk Ramps - Missoula improvements” The envelopes shall also be marked with the Bidder’s Name, Address and Montana Contractor's Registration Number, if available. Proposals must be accompanied by cash, cashier's check, certified check, or bank money order drawn and issued by a national banking association located in the State of Montana, or by any banking corporation incorporated in the State of Montana, or by a bid bond or bonds executed by a surety corporation authorized to do business in the State of Montana in the amount of ten percent (10%) of the total bid as a guarantee that the successful bidder will enter into the required contract. The bid security shall identify the same firm as is noted on the bid proposal form. Performance and Payment Bonds will be required of the successful bidder in the amount of one hundred percent (100%) of the aggregate of the proposal for the faithful performance of the contract, and protection of the City of Missoula against liability. A complete set of the Contract Documents and Project Manual will be furnished the Contractors making application therefore from the Office of the City Engineer, 435 Ryman, Missoula, Montana, upon payment of $50.00 by company check, cashier’s check, or bank money order (cash cannot be accepted). Full amount of payment will be refunded upon return of the plans and specifications in good condition within ten (10) days after bid opening. There will be a non-mandatory pre-bid conference in the Mayor's Conference Room, City Hall, 435 Ryman Street, Missoula, Montana at 4:00 p.m., January 20, 2010. Interested contractors are encouraged to attend. Contractor and any of the contractor’s subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI) except as listed in MCA 39-9-211. Information on registration can be obtained from the Department of Labor and Industry by calling 1-[PHONE REDACTED]. Contractor is NOT required to have registered with the DLI prior to bidding on this project, but must have registered prior to execution of the Construction Agreement. All laborers and mechanics employed by contractor or subcontractors in performance of this construction work shall be paid wages at rates as may be required by law. The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Successful contractors and vendors are required to comply with City of Missoula Business Licensing requirements. The project is funded in part or in whole with grant funding from the American Recovery and Reinvestment Act (ARRA) of 2009. The City of Missoula reserves the right to waive informalities, to reject any and all bids, and, if all bids are rejected, to re-advertise under the same or new specifications, or to make such an award as in the judgment of its officials best meets the City's requirements. Any objections to published specifications must be filed in written form with the City Clerk prior to time and date set for bid opening.
