Timeline: Referral to committee: September 24, 2010 Committee discussion: September 29, 2010 Deadline: We need to have this presentation on September 29, as the consultant, Chad Wohlford, will be here that day to present the results of the study. Background and Alternatives Explored: The first phase of the contract with the City's consultant, Wohlford Consulting, was devoted to the development of a cost allocation plan for direct and indirect costs. This was accomplished and was used to update allocations of the indirect costs of the city’s central service offices for providing services and updating the present administrative charge for the City of Missoula's Wastewater (Sewer) Division, the Missoula Redevelopment Agency (MRA), the Missoula Parking Commission (MPC), and the City of Missoula Building Inspection Division. The second phase of the contract was strictly focused on determining the unit cost of service for "fee services" and updating the City’s fee schedule to include the following fees: i. Business and Rental Licensing Fees ii. Engineering office fees iii. Planning office fees iv. Fire department fees v. Police department fees This part of the study was completed and is set to be presented to the council on September 29th. This data will be utilized in future years to make recommendations on future fee increases. Financial Implications: The results will be utilized in future budget discussions as fees are increased to cover our costs of providing these services.
