RESOLUTION NUMBER A RESOLUTION OF THE MISSOULA CITY COUNCIL ESTABLISHING A BEAR BUFFER ZONE RELATED TO THE SPECIAL MANAGEMENT OF GARBAGE IN CERTAIN AREAS OF THE CITY. WHEREAS, The City of Missoula is surrounded by wildlands; and WHEREAS, The City of Missoula has annexed lands within the urban/wildlands fringe; and WHEREAS, Citizens of Missoula value wildlife and want to maintain healthy and wild populations of deer, bear, and other wildlife that are not dependent upon or hazardous to humans; and WHEREAS, Feeding deer, bear, and other wildlife results in artificially high concentrations of animals, increases human-wildlife conflicts, and compromises the health and safety of humans and wildlife; and WHEREAS, City Council adopted Ordinance 3330, prohibiting the feeding of certain wildlife, including bears; and WHEREAS, Bears are attracted to and feed on garbage, creating a potential for hazardous conflict with humans; and WHEREAS, City Council adopted Ordinance amending Chapter 8.28, Garbage and Rubbish, of the Missoula Municipal Code, establishing special conditions for the management of garbage in areas of the City that have conflicts with bears; and WHEREAS, Ordinance requires the Bear Buffer Zone be defined by resolution; and WHEREAS, City Council has reviewed the Bear Buffer Zone map as recommended by the Montana Department of Fish, Wildlife and Parks. NOW THEREFORE, BE IT RESOLVED that the Missoula City Council hereby adopts the Bear Buffer Zone as defined by the map in Exhibit A.
