1 REQUEST FOR PROPOSALS (RFP) FOR ENGINEERING SERVICES ENGINEERING SERVICES FOR THE DESIGN AND CONSTRUCTION OF THE AIRPORT INTERCEPTOR SEWER City of Missoula, Montana City Project No. 10-011 NOTICE TO ENGINEERING CONSULTING FIRMS: Notice is hereby given by the City of Missoula, Montana, an Equal Opportunity government, that it will receive written statements of qualifications and professional proposals for the design and construction management of the Airport Interceptor Sewer. The City of Missoula (City) identified the Airport Interceptor Sewer as a recommended project in the 2000 City Wastewater Facilities Plan. This new gravity interceptor sewer will provide relief to the existing Airport Industrial Park interceptor sewer and would allow extended sewer service to the WYE area west of Butler Creek. The interceptor would start east of the airport and run west to Butler Creek. It is planned that the engineering design portion of this project will begin by the Fall of 2010 and that the construction will be started in the Spring of 2011. The selected firm will be required to follow City, State and Federal regulations. Three copies of written statements and qualifications and professional proposals shall be submitted to the City Engineer, City of Missoula, 435 Ryman, Missoula, Montana 59802-4297, on or before 5:00 p.m., local time the 13th day of August, 2010. All qualifications, statements, and professional proposals submitted will be evaluated by the committee appointed for this purpose. Qualified candidates may be interviewed by the selection committee upon completion of said evaluation. The City reserves the right to accept the proposal that the City Council deems is in the best interests of the City and to reject any proposals that the City Council deems not to be in the best interests of the City for any reasons. Information to be submitted by prospective firms in their statements of qualifications and professional proposals should include: 1. Qualifications of the firm: This section should include a list of sanitary sewer and construction supervision projects performed by the firm and any proposed sub-consultants. A contact person with the phone number of a person of the agency who worked most closely with the firm should be included. Additionally, on those projects performed by firm please include information regarding sewer construction quantities and costs of the project. 2. Key Personnel: This section shall include a list of the key personnel that would be doing the work on the proposed project, their backgrounds, and their location. Also include a statement regarding any intention to subcontract any portion of this work out to any other firm and include a list of their key personnel. 3. Proposed Schedule: Submit a suggested project approach, schedule of services to be performed and the ability of the firm and any sub-consultants to meet the scope of services as outlined. 4. Additional Information: Any additional information that is relevant for City officials to consider in reviewing and comparing the firm's proposal. ---PAGE BREAK--- 2 5. Scope of Services: Design and construction services will include: A. Alternative analysis for project alignment and phasing, design of the gravity interceptor sewer, including right-of-way identification and acquisition (a portion of this project will be constructed on Montana Department of Transportation right-of-way and it will also cross Montana Rail Link right-of-way), field survey, utility location, project soils investigation as needed, and coordination with adjacent land development plans. B. Preparation of the construction bid package in conformance with applicable Federal, State and City requirements, construction cost estimates, and preliminary design submittals to oversight agencies. C. Provide bidding services including preparing project advertising, responding to contractor questions, facilitate pre-bid meeting, issuing addenda, attending bid opening, bid tabulation and contract award process. D. Coordination of pre-construction meeting and documents. E. Construction engineering services including, but not limited to, construction staking, field observation, coordination of materials testing, construction phasing, traffic control, change order preparation, and contract administration. F. Project close-out services including preparation of record drawings, and certification of completion. Respondents will be evaluated according to the following factors: 1. Professional qualifications and past performance and response references: 25% 2. Expertise of key personnel assigned to the project: 25% 3. Suggested project approach (understanding of the project): 25% 4. Ability to meet time schedule: 15% 5. This solicitation is being offered in accordance with state statutes governing procurement of professional services. Accordingly, the City of Missoula reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory or inappropriate.
