" 12, sec. 1.2 Paragraph 3: "A Plan amendment process for major changes to approaches in land management should include collecting opinions, taking an inventory of resources, and engaging citizens in an appropriate process, which may include public meetings, open houses, written comment periods, or similar. A major change is defined as any change to land management that is in conflict with the goals and policies outlined in chapter 3 of this document.
