RESOLUTION NUMBER A RESOLUTION OF THE CITY COUNCIL AMENDING RESOLUTION 7502 TO REALLOCATE HOME INVESTMENT PARTNERSHIP PROGRAM (HOME) FUNDS TO CERTAIN ORGANIZATIONS AND DIRECTING STAFF TO NEGOTIATE CONTRACTS AND AGREEMENTS WITH SAID ORGANIZATIONS. WHEREAS, THE CITY OF MISSOULA is annually awarded Home Investment Partnership program (HOME) funds by the U.S. Department of Housing and Urban Development (HUD); and WHEREAS, on February 8, 2010, the Missoula City Council adopted Resolution 7502 to award HOME funds in the amounts of $200,000 grant to District XI Human Resource Council to support first-time homebuyer assistance; $207,000 grant to Missoula Housing Authority to repair and rehabilitate affordable rental housing units at the Palace Apartments, and $160,000 grant to homeWORD for acquisition and construction of the Solstice Apartments at the site of the former Liberty Lanes; and WHEREAS, THE CITY OF MISSOULA was informed by HUD on April 2, 2010 that its 2010 allocation for HOME is $687,128, or approximately 14 percent more than originally budgeted; and WHEREAS, THE CITY OF MISSOULA received a letter from the Missoula Housing Authority at the Office of Planning and Grants on April 1, 2010 stating that it had withdrawn its application for Low Income Housing Tax Credits and requesting that a modified project be funded with the original HOME grant award per Resolution 7502; and WHEREAS, the Missoula Office of Planning and Grants reviewed MHA’s proposal and consulted with the HUD Denver regional representative, and determined that the project as originally funded had changed substantially since the original application, and that the proposed activities were more applicable to the Community Development Block Grant program than the HOME program, and; WHEREAS, as a result of its review and consultation with HUD, the Office of Planning and Grants recommends that the award to the Missoula Housing Authority be rescinded due to the fact that a different, more limited, project is being proposed than what was presented in the ---PAGE BREAK--- original HOME application, and that the HOME allocation be reallocated to the other HOME applicants based on the proportionate scores of their original applications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MISSOULA, MONTANA, that the following paragraphs on page one of Resolution 7502 be amended to read: District XI Human Resource Council – HOME grant, $200,000 $325,000, to support first-time homebuyer assistance. Missoula Housing Authority – HOME grant, $207,000, to repair and rehabilitate affordable rental housing units at the Palace Apartments. homeWORD – HOME grant, $160,00 $315,000 and CDBG grant, $100,000 for acquisition and construction of the Solstice Apartments at the site of the former Liberty Lanes. AND BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE SAID CITY OF MISSOULA, MONTANA, that staff in the Missoula Office of Planning and Grants be directed to negotiate contracts, agreements and amendments with the aforementioned organizations.
