City of Missoula, Montana Item to be Referred to City Council Committee Committee: Public Safety & Health Item: Review City-County Animal Control Staffing Needs Date: September 22, 2010 Prepared by: Dave Strohmaier Initiated by: Dave Strohmaier Action Required: Review City-County Animal Control Staffing Needs for Fiscal Year 2012 Recommended Motion: Informational Item Timeline: Referral to committee: September 22, 2010 Committee discussion: September 29, 2010 Background and Alternatives Explored: The workload of Missoula City-County Animal Control officers appears to be stretched thin, and is adversely impacting the ability of Animal Control to respond to various complaints within the city. It is never too early to begin planning for the next fiscal year’s budget. With that in mind, I intend this to be an opportunity to hear from Animal Control regarding what it would take to significantly enhance their enforcement capacity within the city of Missoula. Some of the questions that I’d like to explore include:  What percentage of Animal Control officer time is spent within the city of Missoula?  How much would it cost to fund one additional officer and what enhanced level of service would an additional officer realize?  What additional staffing would be required to enhance Animal Control’s ability to respond to alleged garbage ordinance and/or wildlife feeding ordinance violations?  Does Animal Control have any ideas for how to garner additional funding to enhance the enforcement capacity?  How has the Missoula Municipal Court dealt with citations issued by Animal Control officers?
