City of Missoula, Montana Item to be Referred to City Council Committee Committee: Plat Annexation and Zoning Item: Update on Orchard Homes and Target Range Neighborhood Plans Date: October 30, 2009 Prepared by: Lewis YellowRobe Initiated by: Urban Initiative Work Plan item Action Required: No action – update only Recommended Motion: Not applicable Timeline: Referral to committee: October 30, 2009 Committee discussion: November 4, 2009 Background: In 2007, Orchard Homes and Target Range residents approached the Office of Planning and Grants to request assistance to create a neighborhood plan. In February 2009, both neighborhood groups hosted separate kick-off meetings to introduce the neighborhood planning process and invite residents to join the steering committees and working groups. Since the kick-off meetings, Target Range Planning Committee has created several neighborhood plan drafts for public and city and county agency review. The Target Range Committee hosted two open houses during the summer of 2009 to solicit public and agency comment. In August 2009, city and county agencies met with the Target Range Committee to provide comment and input to the plan. The public and agency comment shaped the recent neighborhood plan presented at the October 27, 2009, Target Range Open House. Target Range Neighborhood Plan elements include zoning/land use, open space, agriculture, and infrastructure. Orchard Homes Planning Committee distributed a survey to the neighborhood to determine neighborhood preferences to include in the plan. About 130 residents provided zoning, open space, agricultural, and transportation responses. The survey is being incorporated into an upcoming draft Orchard Homes Neighborhood Plan. This update to PAZ coincides with the next stage of the Orchard Homes and Target Range draft neighborhood planning processes. Financial Implications: NA.
