RESOLUTION NUMBER A RESOLUTION OF THE CITY COUNCIL AMENDING RESOLUTION NUMBER 7400 TO AWARD COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS TO THE YOUNG WOMEN’S CHRISTIAN ASSOCIATION (YWCA) OF MISSOULA FOR PROVISION OF EMERGENCY SHELTER TO HOMELESS FAMILIES. WHEREAS, THE CITY OF MISSOULA is annually awarded Community Development Block Grant (CDBG) funds by the US Department of Housing and Urban Development (HUD); and WHEREAS, the purpose of these CDBG funds is the development of viable urban communities through provision of decent housing, a suitable living environment and expanded economic opportunities for persons of low- and moderate-incomes; and WHEREAS, THE CITY OF MISSOULA has determined that this purpose can be met by awarding funds to agencies and organizations that identify critical community development needs and propose effective approaches to meeting those needs; and WHEREAS, THE CITY OF MISSOULA, at its regularly scheduled City Council meeting of Monday, January 12, 2009, conducted a public hearing for the purpose of reviewing award recommendations; and WHEREAS, following the public hearing the City Council adopted Resolution Number 7400 awarding funds to agencies and organizations for a variety of activities, including the Salvation Army’s proposal to continue its program of emergency shelter for homeless families; and WHEREAS, the Salvation Army has notified the City of Missoula of its decision not to accept the funds awarded by Resolution 7400; and WHEREAS, City staff and local agencies serving the homeless have determined that the YWCA is best suited to continue the program originated by the Salvation Army; and WHEREAS, the YWCA has agreed to undertake the activities first proposed by the Salvation Army in its CDBG application and to abide by the terms and conditions imposed by the City; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MISSOULA, MONTANA, that Resolution Number 7400 is amended to delete the award originally made to the Salvation Army and to include an award of $20,000 to the YWCA of Missoula for emergency shelter for homeless families through the Gateway Center Family Shelter. AND BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE SAID CITY OF MISSOULA, MONTANA, that staff in the Missoula Office of Planning and Grants be directed to negotiate contracts and agreements with the aforementioned organization and to adjust the award amount proportionate with any changes in the City’s federal fiscal year 2009 CDBG allocation. ---PAGE BREAK--- PASSED AND ADOPTED this day of 2009.
