City of Missoula, Montana Item to be Referred to City Council Committee Committee: Public Safety and Health Item: Self Contained Breathing Apparatus (SCBA) Date: October 18, 2010 Prepared by: Jason Diehl Initiated by: Fire Department Action Required: Authorize the mayor to sign a contract with Municipal Emergency Services (MES) for the purchase of new self contained breathing apparatus (SCBA); and authorize the sale of the fire department’s current inventory of SCBAs to MES. Recommended Motion: I move the City Council accept the bid submitted by MES and authorize the Mayor to enter into a contract for the purchase of 60 SCBAs and associated equipment and services per the fire department’s bid specifications, return bid bonds, and authorize the sale of the fire department’s current SCBA inventory to MES. Timeline: Referral to committee: October 18, 2010 Committee discussion: October 27, 2010 Council acts to set hearing: Public Hearing: Deadline: AFG grant performance period expires on January 22, 2011 (fire department would prefer to place order as soon as possible) Background and Alternatives Explored: As the fire department’s SCBAs were nearing the end of their service life, the fire department applied for and was awarded an Assistance to Firefighters Grant (AFG) for SCBA replacement. In the spring and summer of this year, the fire department conducted assessments of SCBAs from various manufacturers. In September, bid specifications were developed and advertised and bid per statute with the bid opening held on October 12. The bid from MES most closely met the fire department’s bid specifications and was below the AFG grant funding threshold. Financial Implications: The contract cost of $314,888 will be 80% funded through the AFG program and 20% by the City. This equates to a federal contribution of $251,910 and a City match of $62,978. Per the requirements contained in the bid documents, the successful bidder agrees to purchase the fire department’s current SCBA inventory.
