City of Missoula, Montana Item to be Referred to City Council Committee Committee: Conservation Item: Agreement for Wood Reclamation Research and Cost Benefit Analysis Date: 10-1-09 Prepared by: Kathy Mehring Initiated by: Donna Gaukler Action Required: Approve and authorize the Mayor to sign the agreement with AMEC Geomatrix in amount not to exceed $48,395. Recommended Motion: I move the City Council approve and authorize the Mayor to sign the agreement with AMEC Geomatrix to provide Missoula Parks and Recreation with Soil Science and Environmental Engineering services for Wood Reclamation Research and cost benefit analysis for the DNRC Grant in an amount not to exceed $48,395.00. Timeline: Referral to committee: 10-02-09 Committee discussion: 10-07-09 Council action 10-19-09 Background and Alternatives Explored: The City of Missoula was recently awarded a Department of Natural Resources Reclamation and Development Planning Grant. (The Grant Application and narrative can be found at www.missoulaparks.org) A legal add calling for Qualifications and Proposals appeared in the Missoulian on August 23 and 30th. The Department requested written Proposals for the purpose of evaluating whether buried wood material on the Missoula Sawmill Site can be economically recycled into a growth medium for reuse in City parks, including both Silver Park and Fort Missoula Regional Park. In accordance with DNRC Reclamation and Development Grant award and guidelines, the project must address the investigation and remediation of sites where hazardous wastes or regulated substances (i.e. methane) threaten public health or the environment. Additional scope of services to include the following: Wood Material Evaluation, Demonstration-Scale Evaluation- Testing, and Economic Feasibility. There were three RFP's submitted and the Selection Committee consisting of the Director of Parks and Recreation, and Assistant Director of MRA evaluated all proposals submitted and recommend Council award the agreement to AMEC Geomatrix as they met all qualifications, had a complete submittal and provided the best proposal per grant scope and requirement. ---PAGE BREAK--- Financial Implications: The grant of $50,000 is a reimbursable grant administered by DNRC.
