City of Missoula, Montana Item to be Referred to City Council Committee Committee: Public Works Committee Item: Amending Angle Parking Ordinance Date: August 21, 2009 Prepared by: Jessica Miller Initiated by: Steve King Action Required: Set a public hearing to consider an ordinance and an emergency ordinance of the Missoula City Council amending Missoula Municipal Code Title 10 entitled Vehicles and Traffic, Chapter 22 entitled Stopping, Standing, and Parking Section 10.22.110. Recommended Motion: The committee recommends the City Council set a public hearing for September 28, 2009 to consider an ordinance and an emergency ordinance amending Missoula Municipal Code Title 10 entitled Vehicles and Traffic, Chapter 22 entitled Stopping, Standing, and Parking for the purpose of allowing back-in angle parking by amending Section 10.22.110. Timeline: Referral to committee: August 24, 2009 Committee discussion: August 26, 2009 Council acts to set hearing: September 14, 2009 Public Hearing: September 28, 2009 Background and Alternatives Explored: Public Works and the Missoula Parking Commission are using back-in angle parking as an experimental treatment to increase safety for motorists and bicyclists on the roadway. Back-in parking is safer for motorists and cyclists for several reasons. It’s easier for drivers to pull into traffic pointing forward, with the driver getting a clear look to the left for oncoming traffic. It’s also safer for passing bicyclists because the driver in the parked car would be less likely to pull out and hit a bicycle. Staff recommends enacting this emergency ordinance to empower the Police Department to enforce this new parking practice on City streets.
