City of Missoula, Montana Item to be Referred to City Council Committee Committee: Administration and Finance Item: FFY 2009 CDBG and HOME Contracts Date: May 29, 2009 Prepared by: Mike Barton, OPG Initiated by: Mike Barton, OPG Action Required: Approve the following Community Development Block Grant (CDBG) Contracts, as authorized in Resolution Number 7400 and amend Resolution Number 7400 to replace the Salvation Army with the YWCA of Missoula in Contract Number 09-01. The Salvation Army relinquished its CDBG award for the Gateway Center, and the YWCA has offered to perform the services that the Salvation Army originally proposed. The Missoula Continuum of Care concurs with the decision to pass the program to the YWCA.: Contract Number 09-01 with the YWCA of Missoula in the amount of $20,000 to fund emergency shelter for homeless families through the Gateway Center Family Shelter; Contract Number 09-05 with Garden City Harvest in the amount of $9,000 to support gardening and food production for low-income residents of Orchard Gardens and community food- distribution programs; Loan Agreement 09-10 with Partnership Health Center in the amount of $275,000 to purchase the Creamery Building at 401 West Railroad Street to expand their medical and dental clinics to meet the growing demand for affordable healthcare services for Missoula’s low- and moderate-income populations; Contract Number 09-11 with the Watson Children’s Shelter in the amount of $215,000 to construct a second children’s shelter to serve children in need of emergency shelter due to abuse, neglect, abandonment, or family crisis. Recommended Motions: The committee recommends that the Missoula City Council approve and authorize the Mayor to sign Community Development Block Grant (CDBG) contracts with the YWCA of Missoula in the amount of $20,000 (Contract Number 09-01) to fund emergency shelter for homeless families through the Gateway Center Family Shelter; with Garden City Harvest in the amount of $9,000 (Contract Number 09-05) to support gardening and food production for low- income residents of Orchard Gardens and community food-distribution; with Partnership Health Center in the amount of $275,000 (Loan Agreement 09-10) to purchase the Creamery Building at 401 West Railroad Street to expand their medical and dental clinics to meet the growing demand for affordable healthcare services for Missoula’s low- and moderate-income populations; and with the Watson Children’s Shelter in the amount of $215,000 (Contract Number 09-11) to construct a second children’s shelter to serve children in need of emergency shelter due to abuse, neglect, abandonment, or family crisis, all as authorized in City Council Resolution Number 7400.
