The Council will take public comment at a public hearing on September 13, 2010. The resolutions and information about the proposed districts are available on the City website at www.ci.missoula.mt.us/specialdistricts. All properties in the city benefit from maintenance of streets and parks. Therefore, each property in the city will pay an assessment to fund the districts. Most district assessments will be calculated using a property’s taxable value that is provided by the state Department of Revenue (DOR). However, your property is exempted from property taxes and does not have an assigned taxable value. Following direction from Department of Revenue staff members, the City can propose a taxable value for your approval, acceptance and agreement to be used in determining your special district assessment. The City is proposing a taxable value for all tax exempt properties that is set by calculating the average taxable value per square foot of all taxed commercial properties, then multiplying this value by the square footage of the developed portion of your property. The following information includes the Tax ID, legal description, developed square footage, the proposed taxable value and the assessment for your property. Sign at the bottom of this letter agreeing to this proposed taxable value and return it to the City Clerk’s Office, 435 Ryman Street, Missoula, MT 59802 (this does not remove your right to protest to the creation of the Districts). 2. If you disagree with the proposed taxable value, contact us at [EMAIL REDACTED] or at [PHONE REDACTED]. Please provide documentation for the preferred market value of your ---PAGE BREAK--- property or provide documentation that will correct the square footage the City has estimated for your property. 3. If you do not respond by August 25, the City shall presume that you agree and accept or approve the proposed taxable value that has been provided to you. You are invited to attend and comment at the City Council’s public hearing on September 13th at 7:00 p.m. in the City Council Chambers, 140 West Pine Street in Missoula. As the postcard mentioned, property owners have the right to protest. Protests must be made in writing, signed by all property owners, and identify the property subject to protest. Letters must be delivered or mailed to the City of Missoula City Clerk, 435 Ryman Street, Missoula, MT 59802. E-mails and phone calls are not legally acceptable protests. Protests are due Wednesday, August 25th by 5:00 p.m. For properties owned by a corporation, the protest must be signed by the chief executive officer and include his/her title.
