Page 1 of 2 RESOLUTION NUMBER A RESOLUTION OF THE CITY COUNCIL TO RECOMMEND TO THE MONTANA DEPARTMENT OF TRANSPORTATION TO RETAIN THE EXISTING LANE CONFIGURATION FOR BROOKS STREET BETWEEN MOUNT AVENUE AND HIGGINS AVENUE WHICH IS A PORTION OF US HIGHWAY 12 WITHIN THE CITY OF MISSOULA. WHEREAS, Brooks Street between Mount Avenue and Higgins Avenue is currently undergoing a State- funded boulevard preservation and pavement maintenance project that will bring new curbs, gutters and pavement, as well as boulevard work, including removal of dying and dangerous trees, soil amendment and planting of new trees; and WHEREAS, This portion of Brooks Street is State public right-of-way designated as US Highway 12 and administered by the Montana Department of Transportation; and WHEREAS, The Montana Department of Transportation is responsible for approval of the project design, including the traffic lane configuration, and the Montana Department of Transportation has expressed interest in collaboration with the City of Missoula on selecting the lane configuration; and WHEREAS, The Missoula City Council has adopted Resolution Number 7473 providing for a complete street policy to increase the usability of all streets for all modes of travel for citizens of all ages and abilities in Missoula; and WHEREAS, Any exception to applying this Complete Streets Policy to a specific roadway project must be approved by the City Council, with documentation of the reason for the exception, and this resolution serves to document the reasons for the exception on this Brooks Street project; and WHEREAS, This portion of Brooks Street is zoned within a Boulevard Neighborhood Character Overlay district which is primarily intended to preserve and enhance the appearance and civic value of boulevards that are bordered by mature trees regularly placed, and are otherwise arranged or landscaped so as to be of particular scenic, aesthetic, or recreational value; and WHEREAS, A public involvement process including adjacent property owners and residents, as well as other interested citizens, public groups, and the City Bicycle and Pedestrian Advisory Board is ongoing and has included invitations to participate in several public forums where project information has been presented and discussed, and the resulting public comment summary and Bicycle and Pedestrian Advisory Board recommendation has been provided to the City Council; and WHEREAS, Missoula City Council has reviewed and considered public comment received regarding the project and lane configurations, including concerns about Complete Streets design options with bike lanes that cause reductions in existing on-street parking, and potentially resulting in parking inconvenience and safety concerns; and WHEREAS, The Missoula City Council has concluded that inclusion of new bike lanes on Brooks Street would not be necessary to increase the usability for all modes of travel for citizens of all ages and abilities because other alternative routes and facilities could be available to cyclists travelling to and through this area of Missoula; and WHEREAS, The Missoula City Council has considered the concerns of adjacent property owners and residential interests for continued storage of vehicles with on-street parking on both sides of Brooks Street; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the City of Missoula, Montana, that it is recommended to the Montana Department of Transportation that this Brooks Street project include ---PAGE BREAK--- Page 2 of 2 the preservation of parking on both sides of Brooks Street, and provide two travel lanes, and no bike lanes, all in conformance with the American Association of State Highway and Transportation Official (AASHTO) standards.
