City of Missoula, Montana Item to be Referred to City Council Committee Committee: Conservation Committee Item: Award bid for trail construction for the Tonkin Trail project Date: August 21, 2009 Prepared by: Marty Rehbein, City Clerk Initiated by: same Action Required: Award trail construction contract Recommended Motion: I move the City Council approve and authorize the Mayor to sign a contract with Full Moon Trails, Inc. of Bonner, MT in the amount of $14,900 for the Tonkin Trail project. Timeline: Referral to committee: August 24, 2009 Committee discussion: September 9, 2009 Public hearing (if necessary): n/a Deadline: September 14, 2009 Background and Alternatives Explored: Jeff Stevens, a member of the S. 39th St. Neighborhood Council has been working closely with the Parks Department to construct a trail in the south hills neighborhood. Pat Tonkin donated the easement across her land for the trail to the city. Several weeks ago, the City Council approved the contract for the fencing. This request is to award the contract for construction of the trail. Grant funding and cash-in-lieu of parkland funds are being used to finance the project. The contract will pay for the materials, equipment and labor necessary to construct the trail. Mr. Stevens asked bids from three entities to supply a bid for the work, and only one responded—Full Moon Trails for $14,900. The Montana Conservation Corps and the College of Technology declined to submit bids for the project. The Parks and Recreation department has agreed to dedicate an additional $5,910 in cash in lieu of parkland funds to complete the project. The referral for the fence construction for this project was in error. The city's Neighborhood Project Funds are not part of this project funding to date.
