Attachment #1 Planning Board Recommendations Missoula Greater Downtown Master Plan Planning Board Recommendation: On Tuesday, June 2, with 9 members present, the Missoula Consolidated Planning Board voted unanimously to adopt the Missoula Greater Downtown Master Plan as an amendment to the Growth Policy, with one amendment. The amendment was similar to one recommended by the MRA Board and is as follows: “I move that the instances of converting Broadway west of Orange Street to a four-lane street section be stricken and instead say that Broadway, that the configuration, that the section of the plan dealing with the configuration of Broadway continue the public process for design and review of alternatives for Broadway between Russell and Van Buren Streets”. Planning Board Discussion: After a brief presentation of the Plan by Matt Ellis of the Master Plan Steering Committee, the discussion was very positive. Members of the Planning Board were complementary of the plan and the process. There was some discussion about sustainability and it was suggested that the Chair of the Planning Board might wish to address City Council on that issue. Some of the other areas of discussion revolved around affordable housing, the relationship to neighborhood plans, transportation and connectivity, the N. Higgins Street project, and zoning, Several Board members expressed concern about the recommendation that Broadway should ultimately be a four lane street from Russell Street to Madison or Van Buren. That discussion resulted in the amendment specified above.
