This project will construct curb and sidewalk throughout the Franklin To Fort neighborhood west of Southgate Mall (see attached map of project area). Construction of sidewalk and curb in this neighborhood will facilitate the implementation of the URD III Plan, reduce blight in the District, and act as a catalyst for further private investment throughout the District. This project will provide funding to complete curb and gutter in the area of the URD III district that lies south of Sussex and west of the railroad tracks over the next 5 years. Total Score 42 The curb/sidewalk project may conserve energy as it provides for alternative transportation. The project will connect essential missing segments in the City Sidewalk Network. The curb/sidewalk project provides for alternative transportation, completes essential missing infrastructure in the URD, facilitates implementation of the URD III Plan, and focuses on efforts for reinvestment in the URD to revitalize the District. Quantitative Analysis Comments Because curbs and sidewalks are such a visible form of reinvestment in the District, the investment will tend to serve as a catalyst for further private investment in URD III. This project is 100% leveraged using tax increment funds. Timing is a factor in order to complete construction of the infrastructure prior to sun-set of the District and to allow time for private investment to occur within the URD.
