Invitation to Bid - 00100 - Page 1 of 4 Headworks Invitation to Bid.docx Revised January, 2010 SECTION 00100 INVITATION TO BID Separate sealed bids for construction of the Missoula Wastewater Treatment Plant Headworks and Odor Control Improvements will be received by The City of Missoula at the Office of the City Clerk, Missoula City Hall, 435 Ryman St, Missoula, Montana 59802-4297, until 3:00 PM local time on August 3, 2010 , and then publicly opened and read aloud in the Mayor’s Conference Room. Late bids will be returned unopened. Each Proposal shall be submitted in a sealed envelope. The envelope shall be clearly marked on the outside with the bidder’s name, address, contractor's registration number and the following language: “BID PROPOSAL FOR CITY OF MISSOULA PROJECT NO. 2009-012” “WASTEWATER TREATMENT PLANT HEADWORKS AND ODOR CONTROL IMPROVEMENTS” The project generally consists of, but is not necessarily limited to, the following major items:  Construct a new Headworks screening and influent pumping facility with an odor control system;  Construct two new vortex grit basins and grit pumping vault;  Construct a new septage receiving station;  Construct new influent collection box and piping to new headworks;  Modify the existing plant effluent weir, weir structure and effluent piping;  Install new odor control system at existing Solids Handling Building and thickened sludge storage tank;  Install new miscellaneous yard piping;  Demolish existing storage building and miscellaneous equipment;  Site modifications and pavement driving areas. This work includes the furnishing and installation of equipment, materials and related appurtenances in the following general trades of work: piping, concrete, masonry, equipment installation, electrical, instrumentation and other related trades to complete the work. The work will be done under a single contract. The Contract Documents consisting of half size Drawings and Project Manual may be viewed or obtained by either electronic documents on-line, or a hard copy at the office of Morrison-Maierle, Inc., 1 Engineering Place, Helena, MT 59602. Payment of an additional $50.00 is required for express mail. Full size drawings may be purchased for an additional $300.00, non-refundable. Contract Documents will be available for pickup or mailing starting June 29, 2010. Requests for documents will be taken immediately. In addition, the Drawings and Project Manual may also be examined at the following locations: There will be a Mandatory Pre-Bid conference at the Wastewater Treatment Plant at 10:00 a.m., local time (Mountain Time Zone), on Tuesday, July 13, 2010. Interested CONTRACTORS and Subcontractors are required to attend. Bids from CONTRACTORS not in attendance will not be considered for this specific project. It is the CONTRACTOR’s responsibility to be familiar with the Treatment Plant site and any constraints material to his bid. A tour of the project site will be conducted after the meeting. The Bidder is required to submit, with the bid proposal, proof of experience performing work of a similar nature. Lack of experience in successfully completing projects of a similar size, with similar complexity, at water or wastewater treatment facilities may be construed as constituting a non-qualified bidder as determined by the City. CONTRACTOR(s) and any of the CONTRACTOR's subcontractors bidding on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. CONTRACTOR's are required to have registered with the DLI prior to bidding on this project. (“Bid Only” registration is available for out-of-state contractors.) All laborers and mechanics employed by CONTRACTOR(s) or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of the United States and the state of Montana in accordance with the schedule of Davis-Bacon prevailing wage rates established by the United States Department of Labor and/or the schedule of Montana Prevailing Wage Rates established by the Montana Department of Labor and Industry included in the Project Manual. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their actual or perceived race, color, national origin, ancestry, religion, creed, sex, age, marital or familial status, physical or mental disability, sexual orientation, gender identity or expression, or because of their association with a person or group of people so identified.. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to The City of Missoula, in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Construction Performance Bond and a Construction (Labor and Materials) Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Successful contractors and vendors are required to comply with City of Missoula Business Licensing requirements. The right is reserved to reject any or all Proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed ninety (90) days, and to accept the lowest responsive and responsible bid which is in the best interest of the City of Missoula.
