March, 2009 Pineview Park Project Background Information and Budget For more information, contact Parks and Recreation Parks and Trails Development Manager Dave Shaw at 552-6264. Construction began in March, 2009. Pineview Park is an existing park of approximately 4.5 acres. The Pineview Park redevelopment project is funded by SID #541 as approved by City Council in January 2007. Abbotswood Design Group was selected to serve as the Landscape Architect consultant through an RFQ process in May of 2007. An in-depth public process was followed throughout the pre-design and design development stages leading to the final design. The project was advertised to bid in May of 2008. Only two qualified bids were received for the project. Both bids were substantially above the construction budget and were subsequently rejected by City Council action on June 25, 2008. Parks & Recreation and Abbotswood Design Group, working with the Friends of Pineview Park (a citizens' group), revised the approach to the project in an effort to complete it within the budget allowed by the SID. The project was broken down into several smaller projects while retaining all the facilities and amenities as planned. The City Street Maintenance Division and the UM College of Technology have agreed to play a crucial role in this new approach. Through an Inter-local Agreement, the Street Maintenance Division and the College of Technology will conduct demolition, excavation, grading and asphalt work to prepare the site for the remaining construction activities. Construction Bids Awarded by City Council The contract for Phase I (Structures & Concrete) of this project consists of concrete flat work, concrete curb around the playground, concrete planter edging, the construction of structures in the park and electrical work associated with the structures. Four structures are proposed for the park including an octagonal gazebo, a portable toilet enclosure, a maintenance shed and a wellhead/hose reel shed. The contract for Phase 2 (Landscape & Irrigation) of this project consists of the installation of a new automatic irrigation system, trees, mulched planting beds with concrete curb, new turf in disturbed areas and an electric reel for the ice rink hose. ---PAGE BREAK--- The contract for Phase 3 ( Sport Court Resurfacing) of this project consists of the installation of a new latex acrylic play surface and coloring for the renovated tennis courts and multi-sport court. The contract for Phase 4 ( Fencing & Baseball Backstop) of this project consists of the installation of new 10' fence with gates on the tennis courts and multi-sport court. It also includes renovation of an existing baseball backstop.
