City of Missoula, Montana Item to be Referred to City Council Committee Committee: Plat Annexation & Zoning Item: Missoula Greater Downtown Master Plan Date: June 10, 2009 Prepared by: Ellen Buchanan, MRA Director Initiated by: Ellen Buchanan Action Required: Set a public hearing and adopt a Resolution of Intention to adopt the Missoula Greater Downtown Master Plan as an amendment to the 2005 Missoula County Growth Policy. Adopt a Resolution to Adopt the Missoula Greater Downtown Master Plan as an amendment to the 2005 Missoula County Growth Policy. Recommended Motion: I move the City Council set a public hearing on July 27, 2009 and adopt a Resolution of Intention to Adopt the Missoula Greater Downtown Master Plan as an amendment to the 2005 Missoula county Growth Policy. Timeline: Referral to committee: June 12, 2009 Committee discussion: June 17, 2009 Council acts to set hearing: June 22, 2009 Public Hearing: July 27, 2009 Deadline: Background and Alternatives Explored: The BID, MRA, MDA, Parking Commission and many contributors raised $450,000 to fund the creation of Missoula’s first master plan for the greater downtown area. In January 2008, the Downtown Business Improvement District entered into a contract with Crandall Arambula, a Portland, OR consulting firm, to guide the community through the process. The year long process of developing the plan has concluded and the process of plan adoption has begun. The plan has been adopted by the boards that provided major funding and who will be critical in the implementation of the plan, MDA, MPC, MRA, and BID. On June 2, 2009, the Planning Board unanimously voted to adopt the plan as an amendment to the Growth Policy, with one amendment. The amendment was similar to one recommended by the MRA Board and is as follows: “I move that the instances of converting Broadway west of Orange Street to a four-lane street section be stricken and instead say that Broadway, that the configuration, that the section of the plan dealing with the configuration of Broadway continue the public process for design and review of alternatives for Broadway between Russell and Van Buren Streets”. ---PAGE BREAK--- Financial Implications: To be determined during plan implementation over the next 20 – 25 years.
