RESOLUTION NUMBER 7027 A RESOLUTION OF THE CITY COUNCIL AWARDING HOME INVESTMENT PARTNERSHIPS PROGRAM FUNDS TO CERTAIN ORGANIZATIONS AND DIRECTING STAFF TO NEGOTIATE CONTRACTS AND AGREEMENTS WITH SAID ORGANIZATIONS. WHEREAS, THE CITY OF MISSOULA is annually awarded Home Investment Partnerships (HOME) Program funds by the U.S. Department of Housing and Urban Development (HUD); and WHEREAS, the purpose of these HOME funds is to expand the supply of decent, safe, sanitary and affordable housing for low-income households; and WHEREAS, THE CITY OF MISSOULA has determined that this purpose can be met by awarding funds to Community Housing Development Organizations (CHDOs) that identify critical affordable housing needs and propose effective approaches to meeting those needs; and WHEREAS, THE CITY OF MISSOULA, through a mailing to all community groups that have expressed interest in the City’s housing and community development activities, through advertisements in the general circulation daily newspaper serving the City and through a public workshop held September 21, 2005, has solicited proposals from community groups to address affordable housing needs; and WHEREAS, the Missoula Office of Planning and Grants has reviewed proposals and made funding recommendations to the City Council; and WHEREAS, THE CITY OF MISSOULA, at its regularly scheduled City Council meeting of Monday, February 6, 2006, conducted a public hearing for the purpose of reviewing the staff recommendations; and WHEREAS, the Missoula Office of Planning and Grants has reviewed proposals and made funding recommendations to the City Council. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MISSOULA, MONTANA, that the following agencies be awarded funds up to the amounts and for the activities specified: District XI Human Resource Council – $256,869 grant for development and acquisition of approximately 10 homes for low- and moderate-income first-time homebuyers at several sites in Missoula; North Missoula Community Development Corporation – $224,247 grant for acquisition of Burns Street site and development of approximately 16 homes for low- and moderate-income first-time homebuyers; homeWORD – $14,000 grant for general operating expenses, and North Missoula Community Development Corporation – $14,000 grant for general operating expenses. ---PAGE BREAK--- AND BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE SAID CITY OF MISSOULA, MONTANA, that staff in the Missoula Office of Planning and Grants be directed to negotiate contracts and agreements with the aforementioned organizations and to adjust award amounts proportionate with any changes in the City’s federal fiscal year 2006 HOME allocation.
