DRAFT-10/30/2003 - 1 - Missoula Urban Area Parks Use Survey Conducted by Jim Sylvester Bureau of Business and Economic Research The University of Montana-Missoula ---PAGE BREAK--- DRAFT-10/30/2003 - 2 - This report presents the results of a Missoula City/County Parks and Recreation Department commissioned telephone survey conducted by the Bureau of Business and Economic Research at The University of Montana. The Bureau conducted the interviews during October 2003. The Missoula City/County Parks and Recreation Department commissioned this survey to learn the opinions of a true cross section of valley residents. Persons testifying at public meetings, writing letters to the op-ed pages of local newspapers, or calling the various “hotlines” may not be representative of the entire population. In addition, the Missoula City/County Parks and Recreation Department was interested in whether or not there were differences between residents of various regions of the valley. The questionnaire was constructed according to accepted principals and guidelines of survey research. The Missoula City/County Parks and Recreation Department provided the topics and some draft questions. The questionnaire was written by trained personnel at the Bureau and then reviewed by the Missoula City/County Parks and Recreation Department. The questionnaire can be found in Appendix 3. This survey was administered by telephone using a Computer-Assisted Telephone Interviewing (CATI) process. Sampling was conducted using a Random-Digit Dial (RDD) process. The population sampled was all adult Missoulians who live in a household with a working telephone. This population should not be confused with all Missoulians, since it excludes households without working telephones, the institutional population, and Missoulians absent from the area during the survey period. The approximate sampling error for this survey is plus or minus 5.0 percent. This means that using this study design, in 95 of 100 samples a sampled mean would be within 5.0 percent of the population mean. The survey was administered from October 5, 2003 through October 15, 2004. Of the 526 eligible respondents contacted, 434 (82 percent) participated in the survey. Table 1 shows the response rate calculation. Respondents were selected randomly within households. The person answering the telephone had the same probability of being selected as any adult member of the household. If the selected member of the household was not home, an appointment was made to interview the absent respondent. Sampled individuals who were out of state during the administration period, and individuals with medical problems that precluded participation were ineligible. Telephone numbers drawn by the RDD process were ineligible if they were out-of-service, fax machines, or businesses. Numbers for which there was no answer were called repeatedly, during morning, evening, and weekend hours. Those numbers that still did not answer were ineligible. Table 1: Response rate calculation Total sample 526 Refusals 76 Non-interviews 16 Completions 434 Response rate 82.5% ---PAGE BREAK--- DRAFT-10/30/2003 - 3 - Satisfaction with Missoula Area Parks Overall level of satisfaction with Missoula area parks and conservation lands is high. The average satisfaction level was nearly four (Figure1), on a scale from one to five where five is very satisfied, The detailed data are reported in Appendix 1. Figure 1: Satisfaction With Missoula Area Park System 1 2 3 4 5 Park maintenance Urban trail system Conservation lands Overall park system Not at all Very Respondents were asked if they had easy access to their neighborhood parks. Three out of four respondents agreed with the following statement (Figure Figure 2: “I have easy access to my neighborhood park.” Agree 78% Disagree 9% Do not use parks 13% Thirteen percent of the respondents said they did not use the parks and could not answer the question. Respondents were asked a series of potential reasons for not using the parks more (Figure Lack of restrooms was reported by about a quarter. Nearly 1 in five mentioned dogs running loose and safety concerns because of rowdy behavior by others. Distance from home, difficult access and several other reasons followed. User and program fees do not appear to keep Missoula residents from using the parks more. Physical disability was mentioned by about five percent, however this number may be low because some respondents did not answer all the questions because they said they no longer use the parks. Many of these individuals were elderly. ---PAGE BREAK--- DRAFT-10/30/2003 - 4 - A follow-up question asking for anything else preventing them from using parks more resulted in comments about restrooms. These comments can be found in Appendix 2. Figure 4 shows how respondents view the number of different types of public parks. A lack of indoor- cultural facilities jumps to the top. Respondents generally think there are enough developed parks and public golf courses. There appears to be a somewhat mixed opinion regarding conservation lands. Also have different sized pools for the children of all ages. Lots of trees would be good as well Would like to see the river front left like it is for public access Would like to see more bike trails Would like to see a civic center. Plenty of parks in Missoula. Would like to have a neighbor park in the Orchard Homes area Would like more bike trails to make it safer Wish we could link the trails together more, for safer ways to commute. Wish they wouldn’t make so many rules. Think they need to stop making a rule about when you can climb Mount Jumbo need to keep public informed about votes for things Wish there were more What we have is good here in Missoula. We spend enough money on them as it is We really need to get better parks, they're terrible, there's not nearly enough places for me to take my son We need more open space before it’s all developed, Used trails for cross country skiing Urban bike path, more dangerous to walk and bike ride during busy times. To him they look fine Think they could do better x doesn’t understand where fees go to Think the Parks are well run buy the parks department with the funding they receive They need to make the picnic areas with more shade so there's not as much sun in the evening time They need to limit schools from using park areas for play grounds. Need to monitor wading pools and get good guidance for adults about them. The wading pools need to be maintained better. All dogs must wear a leash law. Need more passive areas. Need more They need to get rid of the weed infestation because it's causing problems, especially Spartan, the dandelions get all over and into my lawn. They need to be maintained better They do a great job keep up the good work They do a bang up job for the limited budget they have. They've done a wonderful job, I can remember when there was nothing down there, maintenance is important. More sculptures along river front park would be nice. They're nice There should be a trail connecting out to the Bitterroot valley area and leading into Missoula by Buck House Bridge There are a lot of parks that we have and need to use money maintaining them so every one can use them and not spend more on things like open space and MT Jumbo which no one can use. The facilities in the parks need to be better maintained. The weeds and maintenance x opposed to buying more land like on Mt Jumbo x The park near her house is really skuzzy all it has is swings and bball courts its by the YMCA The open space concept of the parks The new aquatic center sounds like a good idea to me. The Missoula parks need to be maintained all year long The Missoula parks need better maintenance done on them. Maybe use prisoners to clean then dress them in pink so they won't go any where. The grass needs to be taken care of better get rid of the thistles in the parks The city spends way to much money on things like this we would prefer you don't call again ---PAGE BREAK--- The bikes should be more regulated there should be a training course about bike safety and use, the bikers should respect the other people on the trails more and there should be a limit on how fast they can ride their bikes. Support anything that will improve the parks system because that helps improve the integrity of the neighborhoods their in Something available when weather is good to get seniors out more day and nights along the river trails or parks Satis4 If going to renovate or put in a park (like water park on Mullan) need to assume it will take some time and secure the site adequately for safety of children curious about what is going on. Favor1 Doesn't have a favorite park because he doesn't h Really like the mt sentinal , mt jumbo what they done with it. More in and out closer to town on the Clark Fork river Really like having the parks for everything Pretty happy with them Pave more trails for skating Parks Dept are doing great job with the resources they have I would love to see more large scale parks like Rattlesnake and McCormick on the valley floor if possible. Really want an indoor pool Overall there fantastic Overall the parks are above average but need some improvements and additions I.e. More supervision, perhaps in the summer have more cops riding by on bikes or SUV's so people at the parks feel safer Overall it is good but could be better, there's not as much as I would like for smaller children to do in them, and I wish there were less homeless people in the Caras Park, but that is it, overall I really do like the Missoula parks, they are very nice. Not enough for children to do. None that I can say cause it wouldn’t help to tell you about them No, we really like them, get a lot of use of them, we go to a lot of them especially since we had our son. No, seen an improvement Linda Vista, Mariln Park is wonderful No, pretty please with it. Some part could use attention, lawn end of summer. No, just happy No, I love it think it would be a shame for the city not to invest more money into it. Team sports Ultimate Frisbee 6-20 times No fairly adequate and were happy with them so far Needs more handicap accessibility Needs a lot of help more funding Need to upgrade the public pools Need to take care of the weeds Need to keep the dogs better organized. Need to extend bike trails further west Need to be open to the public later Need to be less wasteful when building and maintaining them. Need some bathrooms on the trail system like Perry Trail. Need more parks on the west side Need more park areas the choo choo train park in Bonner Need more maintenance funding x need more equestrian connections x providing good parks in areas that don’t have them and planning for parks in areas to be developed Need more enforcement of dog regulations x More cleanup after dogs Need more indoor hockey rinks Need more facilities for youth and more areas for dogs to be free from leashes Need more commuter trails, its dangerous riding on the roads Use 3A Ultimate Frisbee Need more bike trails Need better children facilities Need a civic center in Missoula for community events(the arts), instead of having to rely on the university system to hold these events, many towns of the same size and smaller have these types of buildings ---PAGE BREAK--- More strict control of dogs maybe even ban them in some parks have some parks that are for dogs and some that are not for dogs. More barbeque pits as well and more parks with covered pavilions. Would like to see an all encompassing park as well with a More in South Hills south of 39th Street More for teens to do X More "fun runs" organized runs in parks and on trails. Missoula has done a great job as far as the number of parks but now is the time to keep up on the litter problem, esp. On the river banks and such. Maintenance needs to be a little better Maintaining and supporting the pools and other things for kids to do Maybe have more info about then more direction signs Love the trees in the fall the beautiful colors are just wonderful she paints art work of what she sees Love the parks Like to see them put baskets on all the Folf holes, Like to see more things for teens to do, more projects, some access to Mt. Jumbo in the winter time. Promote some more cross country skiing in the parks. Like to see more skating Parks. Like to see better turf managements soil compaction and irrigation Like to dog leash law more enforced on the river trail and city wide. Like the Rattlesnake Park trail system Like the natural aspect of Missoula Last time I played tennis the courts were deteriorating badly. Need to fix the pool at McCormick. It would be nice to acquire more land around the baseball stadium for park space. Keep up the good work! Keep up on the litter Just so access to the parks for kids and child safety in the parks is a god thing. Just glad there here It's Wonderful! Indoor pool In memorial rose park and along Kim Williams trail they have those metal dog boxes for cleaning up after the dog with plastic bags for dog poop, I think that's great and they should have those in more of the parks. In favor of having a nice developed park that has many amenities such as paved trails (their good for people with strollers), sports fields, playgrounds and sitting areas I think you guys should designate an area for remote control air planes, for flying them. There's not a really good place to do that. I think we have sufficient parks and activities in Missoula. I really think there should be more indoor swimming pools. I live in an apartment and the park by it doesn’t have anything to do it's just a sandbox, so I don’t think it should be allowed to be called a park. I like them. Most parks are 15 minutes away. At least we have what we have. I like the Missoula parks. I enjoy it I don’t use the parks I do not agree with closing MT Jumbo during the winter. Leash laws need to be enforced or taken off the books. Dogs being unleashed in the parks is a problem. The most important things that Missoula needs to do is have an enclosed ice rink. Every public I believe they're doing a pretty good job. Taxes: Missoula property taxes are already so high land is way overvalued. I don't know how to fund more parks. I've lived in several states in the past few years, and this system holds its own Have never used them Where are the parks in Missoula? Have more nature trails. Nice to have a place to take dogs without having to be on a leash Generally would like to see the riverfront developed on both sides ---PAGE BREAK--- Franklin park is in a lower income neighborhood a lot of undesirables and teenage partiers hang out there it needs more patrols for a safer environment. Feel very strongly for a community system for active and passive performances. Upgrade to the aquatic facilities Favor1 Doesn't have a favorite it depends on what you are going to do Fac11 Outdoor swimming or wading pools? Need more small swimming pools so kids don't have to be driven to them. Great thing for a kid is to get on a bike and go to the swimming pool Facility 17 not identified well enough Expand the river front trail and connect it up and extend it especially for bicycle riders. Think they could go quite a ways west with it. I've been to a lot of places that have a lot of trail systems. Missoula has the most extensive trail system in a small city Don’t want a baseball field Don’t use very often Don’t go overboard creating too many parks otherwise you will lose what Montana is: open spaces and natural beauty Don't use parks much so hard to say Don't know about the parks Don't build any new facilities until you can maintain what you have. Fac8 The parks shouldn't be providing exercise or fitness equipment. Perhaps in one park as a class. Doing a great job DOGS!!! Dogs and dogs Depends on how much tax increase is City does a good job need more resources, the county is users pay system and the county parks could really use some upgrades Better signs in the park for trails and reminders for dog people Better maintenance of the open fields Bark for more, what they have is good, don't use them too much but observation is positive. Access to Blue Mountain is difficult by car or bike from town. The one way bridge, McClay Bridge really concerns me. Not enough owners pick up after their dogs. There are not enough clean picnic facilities. In general, I think Parks and Rec does a good job A Petting Zoo Other reasons do not use parks more Younger aged play equipment You go to certain parks for certain things and can find just about anything you're looking for. So in that sense i don't think there's anything missing. When you go to the park with children and they have to go to the bathroom and there are no bathrooms then we just have to come home. When the bathrooms are locked in the spring and the fall it's the same as not having one. Trails in the rattlesnake where the side trails break off from the main trail are not well marked so it makes it hard to hike up there and know where you're going and not get lost. We got off the main trail in saw mill gulch area and didn't know it and g Things for babies The bathrooms & water fountains. Swings and merry go rounds, picnic tables and slides, used to seeing more playground equipment Sometimes the restrooms are not open and sometimes there are no restrooms and there are drinking fountains Something more than just a place to go and hang out in Some parks that are more geared for older vs. Younger Size not large enough, not enough of every types of parks Pretty much everything including clean bathrooms ---PAGE BREAK--- Playgrounds, tennis courts & picnic tables. Play features in some Pave more of the trails Parks, trees Park lights & bathrooms No complex for children in Mullan road area No baby swings in some of the parks Nicer quality park area, parks that are more all inclusive like the one they were going to build at ft Missoula. ponds for swimming would be good Need running water for the parks systems water fountains and bathrooms with running water Need more for bigger kids to do Need more areas for baseball Need cleaner bathrooms and better water fountains Multi use area- improved Most everything More water fountains all year long More varieties of equipment for kids with newer equipment More toys for children More swimming pools More picnic tables or benches for sitting More overall play area multipurpose area More children oriented More basketball courts More activity areas Maintenance nothing in a lot of the spaces like tables Lights for more safety. And doggie bags to encourage people to pick up after their dogs. Have more consideration for other people using the park. Lighting and toilet facilities Lighted playing facilities for youth sports , multiple use fields , fields trails and playgrounds are not all integrated together Less stuff Lack of maintenance in regard to dogs It's not that the restroom facilities are so bad, it's that they're trashed usually. I think it would be really cool - having a fireside chat with a brochure that says the Sunday of every month we have a geologist or a birder so we become more knowledgeable about our natural surroundings. I worked in glacier and we had those all the time I'd like to see a water park, a white water deal if they ever get that dam out. I'd like to see more skate board facilities. Has a child who has played state all-star baseball and there is only one women's stall that has a door and there is no paper and no towels, located in Clawson complex where little griz and all little league baseball games are played. Handicapped restrooms Greenough park had a slide and jungle gym and were taken out. If a park is supposed to have play equipment it should be maintained in working order. Franklin park needs equipment for smaller children Fountains/wading pools Feel like they can be more child friendly Enforcement of some of the laws, like there is people that paint gun and folfers bicycles Doesn’t have time works all the time Children playground stuff Children's parks are dirty and worn down all the parks are filthy Certain sport activities, more basketball and tennis courts and volley ball Booths & equipment sheds ---PAGE BREAK--- Bland Better equipment for children & better restrooms Bathrooms x drinking fountains maybe Bathrooms and the maintenance well not maintenance but people should pick up their junk Away from busy streets A community center for arts and entertainment.
