Exhibit A Reserve Street Sewer Main Replacement Scope of Work TASKS TASK DESCRIPTION Project Management 200 Final Design 300 Bidding Assistance 400 Construction Services TASK 100. PROJECT MANAGEMENT Objective: Manage and control the professional services contract to provide efficient completion of the project. Prepare and implement a project management plan to meet City of Missoula's project needs. 101 Coordination Conduct five meetings with the City of Missoula to review project progress, schedule and budget. Identify information needs and make decisions regarding any changes in the scope of the project, the design and the construction management efforts. 102 Progress Reports. Provide progress reports (typically with each invoice). The progress reports will summarize the work progress to-date, the budget expenditures to-date, and identify any information requirements or decisions that need to be made by the City of Missoula. The reports will help maintain frequent communications with the City and will be presented in asimple format that can be used for distribution to City Council and concerned citizens. 103 Subconsultant Management. Provide management of subconsultant services including handling of invoicing, schedule, and coordination with staff. Deliverables: Y Progress reports and invoices Y Meeting agendas and minutes TASK 200. FINAL DESIGN Objective: Complete project design meeting the requirements of the State of Montana DEQ circular WQB-2 for design and construction of public wastewater facilities and the City of Missoula Public Works Standards. Prepare technical specifications and contract documents necessary for project implementation. Subtasks: 201 Sewer Drawing Development. Develop 22 IN x 34 IN plan and profile sheets =20') to be used as base design sheets for sewer main replacement. HDR will research existing as-recorded drawings and other utilities in the area and include pertinent information. The base maps will be prepared using the digital photography and contour maps available from the City, using post flight surveys as required for horizontal and vertical control. Drawings will be developed in electronic format compatible with AutoCAD, Release 2008. The following drawings will be prepared: • Cover Sheet • Plan and Profile Sheet • Standard Details 202 Surveying. Complete site topographic, existing utility, and boundary survey necessary for completion of the detailed final design for the sewer main. 203 Geotechnical/Testing Services. HDR will plan for a minor geotechnical investigation in the location of the proposed sewer main replacement at asingle key location. The geotechnical investigation will consist of the following: • Drilling of asingle exploratory borehole at a key pipeline location using atruck-mounted drill rig. The depth of the borehole will be adequate to evaluate soils and groundwater conditions to the depth of planned infrastructure. • Laboratory testing will include natural water contents on selected samples to help classify the foundation soils and determine their overall engineering properties. • Existing geological and ground water data will be analyzed for the area. • Summarize findings in an engineering report. The report will include adescription of the work performed, adiscussion of site conditions and recommendations for structural design and infrastructure protection. The report will include logs for the exploratory boreholes and asummary of laboratory test results. 204 Sewer Main Design. HDR will prepare detailed plans and specifications for the sewer main replacement. All drawings will be prepared in digital format on AutoCAD, Release 2008. Specifications will be prepared using the Montana Public Works Standard Specifications and City of Missoula amendments. Where necessary the sixteen-division format of the Construction Specifications Institute (CSI) and HDR's standard master technical specifications will be used. The City's design standards will be incorporated into the detailed plans and specifications. The total quantity of piping required is estimated at 400 lineal feet. The design will include bypass pumping requirements necessary to keep the sewer system in service during the sewer main replacement. 205 Submittals and Document Finalization. Submit draft plans and specifications at the 70% and 90% design stages for City review. Submit final documents to City and Review Agencies. Address review comments and produce final documents for final project execution. 206 Contract Documents. HDR will provide for printing of contract documents for use in bidding the construction contract. Actual numbers of document sets may vary dependent upon project requirements. HDR will provide the City with the camera-ready originals of the project specifications and drawings following the project bid. 207 Cost Estimates. HDR will provide an estimate of probable construction cost at the 70% and final design points. 208 Quality Control Review. HDR will conduct adetailed review of the design documents. This review will focus on constructability and overall quality of the contract plans and specifications. Comments will be summarized and presented to the design team. Deliverables: ~ 3sets of plans and specifications for City review at the 70%, 90% and 100% design points. y 3sets of plans and specifications at 100% design for agency review ~ Estimates of probable cost at 70%, and 100% design points TASK 300. BIDDING ASSISTANCE Objective: Provide assistance to the City in project bidding and bid evaluation. Assist the City in award of construction contract. 301 Bid Advertisement. Assist the City in advertising and obtaining bids for materials, equipment and services to be performed by contractor(s). The advertisements will conform to the requirements of the City of Missoula, State of Montana and applicable funding agencies including "good faith efforts" to encourage minority and disadvantaged business participation. 302 Bid Assistance. Receive and respond to contractor questions during the bid phase of the contract. HDR will assemble addenda as appropriate to interpret, clarify or expand the Contract Documents and distribute to planholders. Prepare an agenda and participate in pre-bid conference to be attended by the City of Missoula, interested Contractors, and HDR. Provide presentation and atour of the project site for the pre-bid conference. 303 Bid Opening and Tabulation. Attend project bid opening; prepare bid tabulation sheets; assist the City in evaluating bids and checking the qualifications of bidders; assemble contract for construction; and make recommendation for award of the contract. CONSTRUCTION SERVICES Objective: Exhibit A Reserve Street Sewer Main Replacement - Scope 30f4 7/30/09 ---PAGE BREAK--- Assist the City in administering the construction of the Reserve Street Sewer Main Replacement project. Provide construction engineering and observation throughout the construction period and assist the City with project closeout. 401 Pre-construction Assistance. Assist the City with final review of the bid and assist in the contract award process. Finalize MBE/WBE certification, assist with protests and assist with notice to proceed. Review schedules including critical path; conduct pre-construction meeting and review pre-construction submittals. 402 Construction Administration. Provide review and comment on shop drawings, equipment diagrams, material data, material samples, test results, operations and maintenance manuals, and other data the contractor submits. Review progress payment requests, submit payment recommendations and prepare change orders. Review and respond to contractor's questions. Conduct construction meetings and conduct final inspection of project. Provide certification of construction completion in accordance with Montana DEQ requirements. 403 Construction Observation. During construction, provide general field observation of construction, coordination with construction staking/survey and contractor's operation, and coordination with materials testing personnel. Witness pipe and manhole testing and provide daily field reports. For budgeting purposes it is estimated that half time inspection will be required for a one week period. 404 Construction Staking. Provide horizontal and vertical control points and construction staking for the contractor's use during the construction of sewer main. 405 Materials Testing. Sampling and testing to assure specification conformance shall be performed by the Engineer through aqualified testing agency. Quality assurance testing shall be performed in accordance with the standards in the technical specifications for concrete, paving and surfacing, earthwork, and pumping equipment and appurtenances including electrical and instrumentation. 406 Project Closeout/Certification. Provide the City with a list of construction deficiencies for the construction contract. Provide inspection of the correction of these deficiencies, review final payment applications and make recommendation to the City or final payments. Complete contract closeout paperwork and provide written one-year certification of project completion as required by the Montana Department of Environmental Quality. Provide as-recorded drawings in digital format.
