This committee includes City Council members, lighting professionals, consultants, an d other members of the public . [EMAIL REDACTED] ---PAGE BREAK--- THE NEED THE PURPOSE WHAT THE ORDINANCE WILL NOT DO Improper application of outdoo r lighting wastes energy and money. A Lighting Ordinance will provid e standards for appropriate lighting . Excessive or unshielded light causes glare at night, creating hazardou s situations for roadway users. High contrast between lit and unlit areas reduces security. Appropriate lighting helps home and business owners and police keep Missoula safe . Unwanted light glaring into homes and yards intrudes on th e enjoyment of private property. Reduce energy waste and save money through the appropriat e selection, placement, and amount of outdoor lighting . Enhance nighttime safety by reducing glare on public roads fo r motorists, cyclists, and pedestrians . -Improve security for home and business owners and assist polic e by eliminating excessive contrast between lit and unlit areas. Enhance the quality of life in Missoula with outdoor lighting installations that prevent light spillover. * It will not require immediate compliance for existing lightin g installations . * It will not require unusual , complicated, or expensive lighting systems . * It will not require specific brand s or types of fixtures. Designers and installers will have a ful l range of fixtures to suit their needs. * It will not prohibit the use of lighting to enhance architectura l design and other creative uses. * It will not restrict temporary uses of outdoor lighting suc h as holiday, special event, o r construction site lighting .
