CONSULTANT SERVICES REQUEST FOR PROPOSAL The City of Missoula is requesting proposals from firms interested in performing design and construction engineering services. The project is generally described as curb and sidewalk improvements on Brooks Street between Higgins Avenue and Mount Avenue. The Scope of Work and Technical Requirements of services include the following: This project will consist of the installation of curbs, connecting sidewalks, and drainage structure on both sides of Brooks Street. MTD will arrange the paving portion of this project. The project is on the Federal Highway System so MDT will be involved in the review. The project will be funded through the House Bill House Bill 645 Local Government Infrastructure Program project and, as such, will have tracking requirements that are more thorough than typical federally funded projects. The timeline for design and bidding of this project is compressed as a result of the requirements of HB-645 funding. As a result of the HB 645 deadlines and MDT requirements, the time available for preliminary design and preparation of construction documents will be approximately 8 - 10 weeks, depending on MDT review times. The Project, including final reporting, must be completed by Sept 1, 2010. The Scope of Work will consist of Project Design and Construction Engineering Services to complete the work as described above and the following: Scope of Consultant Services: 1. Review and confirm existing survey 2. Complete engineering drawings and specifications 3. Prepare construction specifications, drawings and bid packages. 4. Analyze bids and prepare recommendations for award 5. Observe and approve quality control testing 6. Perform construction testing 7. Monitor and complete all Federal and State tracking requirements associated with HB-645 funding, including review of employment and wage reports for any consultants, contractors and subcontractors. http://recovery.mt.gov/commerce/localgrant/default.mcpx 8. Close out project Project Budget A maximum total of $240,000 is available for all aspects of this project including design and construction engineering/administration as described above and actual construction improvements. ---PAGE BREAK--- Method of Payment The method of payment that will be considered for these contracted services includes cost plus a fixed fee, for profit or fixed price. The fee for these contracted services will be paid with Montana Reinvestment Act, House Bill 645, Treasure State Endowment Program Grant funds. Proposal Submittal and Content Five copies of the proposals must be submitted to the City Clerk's Office, Missoula City Hall, 435 Ryman Missoula, Montana 59802 by 3:00 p.m. November 9, 2009, and the submittal must include the following: Format for RFP In response to the initial RFP, the consultant's proposal will follow the outline below and provide the following information: 1. Project Approach: a. Briefly describe Firms approach to achieve all goals, installation of curb and sidewalk improvements, while meeting project budget and timeframe parameters in compliance with all State and City of Missoula requirements. 2. Work Plan and Schedule: a. Provide a list of general tasks required for the project; describing the duties included within the task. b. Provide a proposed schedule to complete the design work. 3. Consultant Firm/Team Project Organization: a. Provide a general organization framework of the project approach and a brief description of the roles of each firm or member of the project team. b. Provide specific staff history for assignments to complete project as outlined. 4. Consultant Firm/Team General Background: a. Provide general information such as size, past history and ability to successfully complete projects specific to the scope and goals outlined in the RFP. b. Provide an organization chart depicting the personnel to be used on this project, their area of expertise, registration, special training, chain of command and office location(s). Identify how much of each person’s time will be spent on the project. If personnel from more than one office will be used, indicate each office c. Provide résumés of above personnel, including specific related project experience; identify when applicable experience for each person was obtained ---PAGE BREAK--- Evaluation of Proposal Submittals All submittals will be evaluated in accordance with the following factors: Points 1. Suggested project approach (understanding of project) 0-10 2. Work plan and ability to meet time schedule 0-20 3. Expertise of Organization and key personnel assigned to project 0-30 4. Professional qualifications and past performances specific to project scope, including references 0-30 5. Availability and familiarity to locale, topography, climate 0-10 Maximum points: 100 General Include the following on the outside of the response package, “Proposal for Brooks Street- Higgins Ave. to Mount Ave. Curb and Sidewalk Project, City Project Number 2009-043 Following the review and evaluation of all RFP submittals, the list of interested firms will be narrowed to an appropriate short list. Those selected will then be reviewed. An interview may also be requested to aid in the selection of a consultant. The award will be made to the qualified proposer whose proposal is deemed most advantageous to the all factors considered. Unsuccessful proposers will be notified in writing as soon as possible. Respondents may review the DOC, HB-645 Project Application which includes a description of the proposed project including scope of work, location, schedule and other pertinent information by visiting the Missoula City Engineering Division office during regular office hours. This solicitation is being offered in accordance with Federal and State requirements governing procurement of consultant services. Accordingly, the reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory or inappropriate.
